Elmwood Village Board Meeting
April 11, 2007
7 pm at Village Hall Auditorium
Present- President Kevin Kitchner, Clerk Jodi Pulk, Trustee's- Doug Claflin,
Bob Rupakus, Mike Sand, Pam Marson, Bob Weix
Also- Engineers- Scott Ward & Angela Popenhaugen
Absent- Sue Dzubay
Public- Marion Yaucht, Neil Boltic, Kris & Rick Talford, Dick Tiffany,
(note- Mike Burke & Bill Stewart also present for placement onto board)
Agenda- Call to Order at 7:03 pm
Public Input-
Kris Talford "nothing against the bar owners, but lately there has been alot of broken beer bottle glass littering the streets and sidewalks downtown. can anything be done about that?"
Kevin Kitchner replied, we have an open container law, so no bottles should be out of the bars. You gotta catch them doing it.
(note- to us, the bar owners could & should be responsible for keeping area around the bar fronts, clear of broken bottles and any other harmful items to the kids of town. this is right next to, and across the street from the town library)
UFO Days Garden Tractor Pull-
Kevin Kitchner stated, Dick Tiffany was here and wanted us to talk about the tractor pull being on main st. between the two bars.
Mike Sand replied, Yeah, he wanted the Sandbar and Dick's bar to go together on this, and have the event on mainstreet.
Kevin Kitchner- This would be a location change. A copy of the Ins. Policy will be needed. no action will be needed.
Spring Clean Up Dates-
Kevin Kitchner- April 16th through 20th will be the daily clean up dates. Everyone in the village received a letter by mail, and the Co. is also running their clean up the same Fri. and Sat.
Jodi P.- They called us, and asked if they could put up a sign by town, and have come to Elmwood and put up a sign by the School grounds.
Kevin asked if they where going to come to Elmwood and take the items to Ellsworth
Jodi P.- responded- No, you must take the items to Ellsworth yourself.
Kevin - no action needed
WI Deferred Compensation- Erik Zeigers- Representative
Erik handed out a brochure packet of information to each of the board members. a short discussion ensued about the works of their program. this is similar to the 401K plan he stated. It is instead a 457 plan. The plan is for the States employee's, the county, city, village, and even school's. Employee's may put anywhere from half a dollar to three dollars monthly into this. The Employees would work through Jodi on this, and Payroll would be the deducters of the funds.
Bob Rupakus questioned if this was a cost to the employees only-
Erik responded- Yes
Bob Weix made the motion to approve
Bob Rupakus gave the 2nd
Bluebird Houses in Riverside Park-
Kevin Kitchner- Phil Dzubay wants to donate some birdhouses to place out in riverside park, and asked if we could discuss this. A short discussion happened and donation was accepted. no action needed
Upper Woodman Project- Methane Testing-
Angela P. started- stating that everyone knows that there is a old landfill located at the site, and they have been working with DNR to move forward on developing the area. The first step is to do pot holing to accurately show where the site is located. ( the limits or outside edges around the landfill) Then the methane tests can be done within a couple of weeks. Stevens has received many proposals for the work, that all came in above 6K costs. Brahm, MTM, American Engineering where the three lowest.Brahm having the lowest bid, would be the one selected for the work.
Bob Rupakus then made comment- Keep these figures together so we can use them against the two lots we are selling. He then made a motion to approve

Storm Water Modeling Project-
Scott Ward- This was already approved last year, but we have been waiting on the comprehesive plan, and cannot wait any longer to get started. We need to meet with the planning committee within the next month or so to get the modeling done. We just can't wait for the Comp. plan. He went onto explaining the water from upper Woodman drains to the Lower section, but some drains directly into the box culvert there.(note- looking at the area myself- there is no water able to get into the culvert area- that is water coming from the Butternu street towards the river)
General Engineering Contract-
Scott Ward- This is a yearly contract that we sign with our clients to enable projects to be started without waiting for the paperwork. Now the forms have changed, but they are all standard forms, which are easier for everyone to deal with and read. They also give us the ability to increase the spending by $500.00 to $1,000.00.
Bob Rupakus asked- What's the going rate?
Bob Weix made a motion to approve.
Bob Rupakus responded For the Record, You have done better
Scott- Angela has municipal knowledge and is able to deal with these standard documents better.
Mike Sand made the 2nd to the motion
Schoeder property Review-
Angela P.- There is a senior Housing plan layout, and Public Works met with some issues discussed. The water main coming from 72 for fire protection. We feel there is a need to create a looping for the line. A meeting with DOT, Schoeder and the Village is needed. A comment on purchase of the Mickey Mathis house was discussed. For safety reasons, a loop is needed. The Martin Street design should have had a lop, but was denied by the realitor.
Jodi P.- A public works meeting could be held in the next couple weeks.
Committee and Board reports-
Public Works met on March 15th, and we discussed the mater needs to the schoeder prop.
Police Committee- no meetings
Personnel and Finance- no meetings
Parks- no meetings
Nursing Home- Pam Marson stated that there had been nobody hired as of yet for the position open at the home.A survey was done, and there was only 1 bad mark. The Insurance received for the roof was enough to fully pay off the loan, and assist with other needs.
Kevin Kitchner added that there is a Fire & Ambulance meeting Wed. night at 7pm
Jodi P.- asked if public input is allowed at the meetings
Doug Claflin stated- not usually
Payment of the Bills & Adjourn at 7:34 pm
(note- The new Village president Bill Stewart, and New Trustee Mike Burke where not even noticed by the board during the meeting. Re-elected Sue Dzubay did not attend the meeting either)
