December 2011 village board report

Elmwood Village Hires New Assessor

ELMWOOD, WI - On December 12, 2011, the village held their monthly meeting at the auditorium. The meeting began at 6:45 pm with a Public Hearing concerning the new Conceal/Carry Ordinance. No public input was received, and the board approved the amendments they had made in regards to this ordinance. The regular board meeting then began, after they adjourned the public hearing.

In Public Input, Melissa and Dawn Schoeder, co-owners of the Welcome Home Assisted Living facility, presented the board with a complaint about their water bill. They cited a mistake in the billing system, which originally created an under-estimated bill when the facility first opened. They didn't notice the bill was too small, and further noted they "had no problem paying the bill," but they refused to pay the $41.97 a month in late fees. They also distributed a letter from Fireline, a sprinkler company, stating the village's billing methods were not common and unnecessarily costly. The village clerk Amy Wayne, and president Bill Stewart both expressed their frustration with the unpaid water bill, and lack of communication about their intent to pay the bill. After some disagreement, the board received a commitment to pay the bill.

(It was later discovered the billing method is mandated by village ordinance
and regulated by the Public Service Commission.)

The Library Board Appointment was then discussed, and Dan Flory was appointed the position. He was the only applicant. The 2012-13 Election Workers list was provided to the board, and was approved. Next on the agenda was the final approval of the Conceal/Carry Ordinance.

The Finance Committee provided their recommendation for the village assessor position that was currently up for review. Applicant Robert Irwin was appointed the job. The board added their knowledge of Irwin’s ability to communicate with the residents, as a positive for hiring him.

In Committee and Board Reports, Trustee Brian Buck noted the library was doing well, and the counties “Books by Mail” program had been discontinued, with all of the books/inventory being given away now.

The Personnel and Finance Committee was reported by Trustee Bruce Hartung. He explained they met earlier in the day to approve the assessor position for hire.

In Parks and Buildings, Trustee Brian Buck told the board, “The auditorium will be open each week for one and a half hours, on Tues. or Wed. These hours will be for January through May”.

There were no reports for the Nursing Home, Police, and Public Works Committees. All members were present at this months meeting, with Trustee Neil Boltic being present through a phone conference call. The meeting then adjourned at 7:35pm.

Elmwood Village Board Approves Water & Sewer Rate Increases

ELMWOOD, WI - November 14, 2011 the Elmwood Village Board held their monthly meeting at the Auditorium. The meeting began at 6:45 pm for the Public Hearing on the 2012 Budget. There was a short discussion over the budget information, then a vote was taken. Trustees Mike Sand and Rick Stohr were not present for the vote. The hearing then adjourned at 6:55 pm. The regular board meeting then began after the hearing was adjourned. The Budget was then adopted after another vote. Trustee Rick Stohr was then present. There was no public input at this meeting.

A sewer rate increase was the next item on the agenda. Trustee Neil Boltic made the motion to have the basic fee of $11.00 per month be increased to $13.00. This was approved. Trustee Trisha Knops then made a motion to have the water rate increased by three percent. This was also approved.

Two Operators Licenses were approved for Nickole Bauer and Jodell Ottman. The board also had interviews for the potential assessors position with the village. Galen Seipel, Robert Irwin and Peter Post were interviewed without any action being taken by the board.

In Committee and Board Reports - The Library committee had a meeting on 11-14-11. There will be two signatures required for all checks from the library now, and a credit card will begin to be used for purchases as well. The possibility of some new Kindles may be in their future too. The employee’s will be receiving a three percent raise this year, was also noted.

The Nursing Home committee had a meeting on 11-8-11. They discussed the purchase of a new hot water heater that had a cost of $14,655.00. Hurlburt Heating will do the installation work. They have also hired a Interior Designer to do some work, up to $1,000.00.The nursing home currently has 40 residents, and they have accepted a bid from Paul Peterson to do work at a building on Elm Street.

The Parks and Buildings committee met 11-14-11 to discuss the removal of the Piano from the village dining hall, and the hanging of a quilt upstairs. The removal of the pop machine from upstairs was also approved by the committee. The reason for the removal was stated to be a cost effective issue.

The Police committee met 11-14-11 to talk over the Personnel Policy and the residency requirements. There were also amendments made to the new Conceal and Carry Ordinance 2011-04. This ordinance makes it unlawful to carry a weapon into any village owned or operated properties, as well as the public school property or within 1000 feet of a public school. There are also restrictions against having a weapon in an open courtroom, a private or public building that has correct signage, a community-type event which lasts no longer than (3) three weeks, has proper signage, and for which admission is charged. There is one final area that a concealed weapon may not be, and that is any taverns, or locations where alcohol consumption may occur. The conceal and carry laws for the State of WI are allowing handguns, tazers, knives, and clubs. No switchblades are allowed or covered by this new law or ordinances. Reading the Elmwood Ordinance, no switchblades or clubs are being allowed under this ordinance.

The Public Works committee met on 11-12-11 to put together the new water and sewer rate increases, and approve the purchase of a new wing plow.

The Personnel and Finance Committee met on 10-25-11 for the Budget discussions.

Absent from the meeting was Trustee Mike Sand. The meeting then adjourned at 8:00 pm.

2010 Nascar Season concludes

The 2010 Nascar Season concluded at the Florida Racetrack, in Homestead, Miami. Two Time Champion Tony Stewart won this years title for the Third time, but this time he did it, as the Owner/Driver of his number 14 car. It was a great season to watch, and I enter the “Streak to the Finish” challenge every year. This lets you try and pick a top ten driver for each race of the season, to see if you can be one of the best at picking the winners. This season I used a different driver for each of the first 26 races, then I chose one of the title contenders for each of the final ten races. I did fairly well this year. I had five top ten picks in the first 26 races, and five more in the final ten races. I averaged a 21.9 place pick throughout the year, with about half of my picks finishing in the top 15. All of my top ten picks were inside the top five, with three being victories. The Sprint Cup Series ended with Tony Stewart winning the Title, while having the same amount of points as Carl Edwards after the final lap of the season was ran. The two of them ended with 2403 points, but Tony had won 4 times during the season, and Carl only winning once. The Tie Breaker went to Stewart. This was the first time in Nascar history that the Championship ended in a tie-breaker. The Final Standing were as follows, 14 Tony Stewart, 99 Carl Edwards, 29 Kevin Harvick, 2 Brad Keselowski, 17 Matt Kenseth, 48 Jimmie Johnson, 88 Dale Earnhardt Jr., 24 Jeff Gordon, 11 Denny Hamlin, 39 Ryan Newman, 22 Kurt Busch, 18 Kyle Busch. Those were the top twelve positions for the Championship. The top ten will head to Vegas for the seasons last event, the Awards Ceremony.

In the Truck Series, the final standings were as follows. 3 Austin Dillon, 13 Johnny Sauter (6 pts back), 31 James Buecher, 33 Ron Hornaday, 17 Timothy Peters, 5 Todd Bodine, 22 Joey Coulter (rookie), 88 Matt Crafton, 60 Cole Whitt (rookie), 8 Nelson Piquet Jr. (rookie)

In the Nationwide Series – 6 Ricky Stenhouse Jr. won the Title, with 2 Elliott Sadler following him 45 pts back. 31 Justin Allgaier, 88 Aric Almirola, 32 Reed Sorenson, 38 Jason Leffler, 09 Kenny Wallace, 11 Brian Scott, 62 Michael Annett and 66 Steve Wallace finished the top ten. 01 Mike Wallace finished 13th and 7 Danicka Patrick finished up in 26th position after running only 12 of 34 races. She will be full time next year in the series.

Oct 2011 elmwood village board meeting

30 Acres Removed from Elmwood Village Plat

ELMWOOD, WI - October 10, 2011 the Elmwood Village Board held their monthly meeting at the Village Auditorium. During Public Input, Joanne Baier spoke on behalf of the Elmwood Historical Society. She requested the piano in the village hall be removed, so a cabinet could be put in its place. The board responded by sending the request forward to the Parks and Buildings Committee.

Dan Schuler then spoke to the board, and requested a section of land, 30 acres in size be removed from the village plat. The land would stay under the village ordinances, but would be placed under the Managed Forest Law (MLF), with the Pierce County Forester. This would also lower the property taxes on the land.

A payroll schedule change was made for the Health and Dental Insurances. There was also a change in the Grievance Policy. A State mandated change was required for Section 66.059.

In Committee and Board Reports, The Finance and Personnel Committee discussed the payroll schedule, and the grievance policy changes. The Nursing Home Committee discussed the Conceal/Carry Law posting/policy, as well Trustee Trisha Knops stated they had a good turnout for the “Motivate to Move” program.

The Library, Police, Public Works, and Parks and Buildings Committees had no meetings to report.

Absent from this months meeting, were Trustees Brian Buck and Mike Sand. The meeting adjourned at 7:31 pm.

September 2011 Village Meeting

Resolutions 2011-03 & 04 Approved by Elmwood Village Board

ELMWOOD, WI - September 12, 2011 the Elmwood Village Board held their meeting at the Village Auditorium. Beginning at 6:30 pm the board held a public hearing for Resolution 2011-03. This is a Ordinance for the “Floodplain” There are updates from the DNR and FEMA that were required to be done by the village. A second public hearing was held at 6:45 pm for the Public Works Sidewalk Resolution. The areas that will be worked on are as follows: 203 & 215 W. Race Ave. and 222 S. Main Street. Both hearings lasted about ten minutes each, without any public input to either one.

The regular board meeting then began at 7 pm, again without any public input. Trustee Bruce Hartung spoke to the board and informed them of the 2012 Budget Talks that have begun. The approval of both resolutions was then completed. The Rod and Gun Club requested a Picnic License for September 24,2011 for their annual banquet, and that was approved.

In Committee and Board Reports, Trustee Trisha Knops provided the Nursing Home report. She stated “The regular meeting will be held on the 13th. There will also be an Open House on September 20th at 4-6 pm for the new Therapy and Tub Room.” There were no other reports to be provided.

Absent from this months meeting were, Trustee’s Brian Buck, Mike Sand, and Neil Boltic.

August 2011 Elmwood Village Report

Elmwood Fire Dept. Fundraiser set for Sept. 10, 2011

ELMWOOD, WI - August 15, 2011 was the monthly meeting at the Auditorium. A temporary operator’s license, a picnic license and a request to close the street for a dance were all approved for the Fire Department Fundraiser set for Sept. 10. Closing Woodworth St. off between Omaha and Groot Avenue. Another street closure and a request to lift the open container ordinance were also approved for Sandbar and Tiffany’s Taverns for a street dance Saturday. Aug. 27,2011

A DNR mandate was discussed by the Elmwood Village Board. A statewide ordinance has been issued by the DNR that must be adopted by the village. The Ordinance 9-1-52 Cross Control Connection is intended to eliminate all potential sources of cross-contamination between drinking and sewage water. The mandate applies to all village property owners. To enforce compliance, property owners will receive notification through publication, and should expect to receive a visit from a public works employee.

Village Engineer Angela Popenhagen detailed a list of projects the board could consider before drawing up next year’s budget. The list included the wastewater treatment plant, reflective signage, as well as comprehensive plan implementation items.

The board then heard a request to approve an operator’s license. The applicant (Diana Carsten) did not receive a favorable review from police. Board members denied the request, based on the history of alcohol-related issues on the police report.

In Committee and Board Reports, Dan Schuler and Tom Weber were appointed to the nursing home board. Trustee Trisha Knops reported a reduction of Eleven percent in Medicare, and a loss of $33,000 in revenue. She also noted that 25 people have signed the papers for the “Motivation to Move Program.”

Trustee Neil Boltik reported for the public works committee, and detailed an upcoming water tank cleaning. He added the dedication bricks were selling well for the Veteran’s Park Memorial. Also noted were the sidewalk repairs for Main St and Race Ave. that were approved

In closing, Village President Bill Stewart noted a fifty-seven percent voter turnout for the recent recall election, involving Shelley Moore (134) and Sheila Harsdorf (131).

There were no reports for the library, police and parks committees

Absent from this months meeting were Trustees Mike Sand and Brian Buck. The meeting then adjourned at 7:45 PM.

“Pierce County Citizens Beware”

It has become a very big problem here in Pierce County. The Sheriff Dept. Deputies are not providing Ethical and Respectful treatment to the citizens they are dealing with. I have had too many situations with police reports not being accurate, and officers responding to me with arrogance and disrespect. Once I have had a bad encounter with a Deputy, I request a copy of the report to verify the information to ensure it’s accuracy. I have found that more often than not, there is plenty of information that is not correct. Sometimes, having falsified information by the Deputy themselves. Once you have contact with a Deputy, they must treat you with “Respect”. It is in their “Mission Statement” that the Deputy treats every contact with respect to the diversity of the individual. The integrity of the entire Dept. is viewed upon with every contact they make. Compassion, sincerity and commitment of service to the highest level will be the cornerstone is part of their statement. They also note that the officers need to perform their duties to show exemplary job performance. To have reports with false information in them, does not show any of the items in their mission statement. Whether it is accidental or intentionally done, shows the Dept. is failing their responsibilities with the public. I have received several reports with incorrect information, and upon requesting them to be corrected, I have been denied every time, with statements being made “I am not as credible as the Deputy”. The Deputy is never wrong is the Sheriff Dept.’s belief. I have proof of these issues, yet they still deny my rights to have the reports amended to be correct. Any situation you may have with law enforcement, should never have any issues with reports being accurate, but when they are not, It must be questioned. I do want to make it clear that the majority of problems that I have witnessed, come with the male deputies, and it usually is due to arrogance. Most people probably don’t bother with getting reports after contact with the deputies, but I have. It is a big problem here in Pierce County, and I have even written a 300+ page book on the subject. I m currently looking at a variety of publishing aspects at this time. There is no excuse for any citizen to feel like they are not getting the professional service they deserve from the Sheriff’s Dept. I am simply wanting to make it clear to the citizens that there are serious problems in the area of our County Police Dept. I have made direct attempts to contact the Sheriff and get resolution to these problems. The Sheriff simply passes it off to someone else to deal with, and it ends the same with every request…DENIED

This proves as a citizen, your rights are not the Sheriff Dept’s concern.

July 2011 Village Board Report

UFO Days Preparations Completed

ELMWOOD, WI - July 11, 2011 The Elmwood Village Board held their monthly meeting at the Auditorium. The main topic for the night, was the upcoming Elmwood UFO Days celebration. July 29-31 are the scheduled days for the events. The Board went through approving temporary operators licenses, as well as picnic licenses for the Community Club. They also lifted the open container ordinance for the weekend. The Community Club requested their annual application for the fireworks display on Saturday evening, and received approval. They however, did not receive the donation they have requested every year towards the cost of the fireworks, due to the Village Board not budgeting the funds this year. This explanation was provided by Village President Bill Stewart.

While attending the many events during the weekend, you can enjoy a few events happening at the Shack on Main St. Saturday afternoon at 4 pm, they will have a “Chicken Throw” competition, and a “Bed Race” at 8 pm. Sunday afternoon at 4:30 pm, they will hold a “Greased Pig” competition. There will also be a “Petting Zoo” behind the Shack all three days. Owner Dan Bechel would like to invite everyone to stop in, and enjoy a homemade UFO Pizza and/or UFO Malt. The Grand Parade will be held at 2 pm on Sunday.

In other news - Trustee Bruce Hartung spoke to the board in regards to the possible boulevard ordinance, stating “He believed there to be issues in the village”. Area businessman Glenn Nelson requested a Main Street Revitalization program be started, with the village address being used for all of the mailing. He added, “This would all be strictly volunteer”. Two operators licenses were approved this month. The curb and gutter in front of the Veterans Park was on the agenda for approval. The cost of $1,350.00 was requested by Hartung, and approved.

In Committee and Board Reports, trustee Brian Buck provided information from the Library Committee, stating “ Circulation is up, and we approved the payment for the roof repairs. The staff is looking into posting the new Conceal/Carry Law, and everything else is looking good”. Trustee Trisha Knops spoke for the Nursing Home Committee. A meeting was held on June 14, at which they paid the bills, and looked into the Health and Wellness Program with the Red Cedar Medical Clinic. In Public Works, they spoke over the curb and gutter work, as well as discussed the new DNR ordinance that will be upcoming for approval on the water system. Buck then explained the Police Committee information, stating “The hail damage claim was received, and the funds were used to fix the air conditioning unit in the squad with the remainder of the funds being put back into to squad car outlay budget.” The hail damage was so minimal they decided not to repair the car.

The meeting adjourned at 7:29 pm. Trustee’s Mike Sand and Rick Stohr did not attend the meeting.

Additional Note - Everyone… PLEASE… be very careful when driving around Elmwood during the UFO Days Garage Sales, there are many adults and children going to be darting out into the streets all weekend. Everyone needs to take their time, and be very cautious… You need to pay attention much more during this event… Thank You

June 2011 Elmwood Village Report

State Budget Cuts affecting Elmwood’s Decisions

ELMWOOD, WI - June 13, 2011 The Elmwood Village Board held their monthly meeting in the Auditorium. Trustee Neil Boltic was absent from the meeting.

In Public Input - Ardeth Claflin, representing the Elmwood Enrichment Council, stated “We are looking for a project to put an audio system upstairs in the Auditorium.” Marty Reiner spoke on the progress of the new design for the Veteran’s Park, and stated “He would be meeting with Public Works Committee on the curb and gutter in front of the park.” Reinier estimates 20 to 30 people want bricks to do commemorating on.

Village Clerk, Amy Wayne explained that since there was some re-districting being done with the County Supervisors Districts. “We were advised to adopt a resolution describing the supervisory boundaries, and wards for the Village.”

In other news - Operator’s Licenses for Laura J. Wood and Anne M. Claflin were approved, as well as Operator’s Licenses for the Sandbar, Longbranch, Tiffany’s and Countryside Cooperative. Twenty-six operator’s license renewals were approved. Liquor/Beverage License renewals were approved for these businesses as well. Trustee Mike Sand abstained.

In Committee and Board Reports - Trustee Brian Buck reported “The Library audit will be done by the end of June, and the roof is being repaired. There was some concern that funding could be cut with the new budget bill for internet connectivity, and if private providers were then used, the quality, cost and speed would not be of the same caliber.

Trustee Trisha Knops reported for the Nursing Home. They met May 10th, and there was a review of the Therapy Room, a Minor deficiency with the State, and Employee bonuses. Knops also volunteered, to welcome “New Residents” with a village packet, talking about garbage, licenses, lawns, etc. People were encouraged to give neighbors friendly reminders.

The Personnel and Finance Committee report was provided by Trustee Bruce Hartung. The Committee met with Sean Lentz from Ehlers and Associates, regarding TID #4. Lentz gave the committee some options, on what could be possibly done with some financing. The committee made the recommendation to table the issue until Mr. Lentz can do more research on what is the best way to proceed. They also met with the Employees, about salaries and benefits. Hartung stated “Insurance went up twenty-one percent last year, and we’re looking at another possible fifteen percent increase from the same provider. We will look into shopping around and trying to find other options. A small group is hard to insure, especially if one has a medical problem. Previous attempts to join with schools or the nursing home, have not been successful.”

Trustee Mike Sand reported “There will be a 6/25/11 Public Works meeting to discuss various items, including the curb and gutter issue in front of Veteran’s Park.” Public Works Director, Jamie Reitz then gave a brief description of the 2010 Compliance Maintenance Annual Report (CMAR). “There were no deficiencies.” Upcoming regulations regarding phosphorous levels are on hold, until Wisconsin Gov. Walker resolves the budget. The board agreed putting money away for a new plant was unreasonable, as the costs would be several million dollars, and the initial study alone would require $30,000. The sewer division budget must be in the black before a study can be launched, yet the village--according to some--can’t apply for funding unless it is running in the red.

The Police Committee report was provided by Trustee Brian Buck. “The department will be increasing police hours in the Village.” He then stated “The cleanup efforts were progressing very well, and everyone needs to be proactive.” Buck then spoke over the squad car damages. “The Elmwood Police Squad had received hail damage during the last storm, and the Village was waiting for a report from the Insurance Company’s Claim Adjustor. The committees recommendation, depending on the Insurance company’s restrictions, was to take the claim money, and put it in the squad car replacement outlay fund instead of repairing the car.

There was not a report for the Parks & Buildings Committee.

Before adjourning, President Stewart wanted to inform the board that he will be gone for the August Board Meeting. and asked what the Board thought about moving the August meeting to August 15, instead of the regularly scheduled date of August 8. Another option would be to have the Pro-Tem Brian Buck reside over the meeting. Trustee Buck made a motion to change the August Board Meeting to the 3rd Monday.

May 2011 Village & School Report

“Veteran’s Park Layout Changes in Elmwood”

ELMWOOD, WI - May 9, 2011 The Elmwood Village Board held their monthly meeting. During the meeting, Trustee Brian Buck told the board how the Parks and Building Committee met prior to the board meeting, so the American Legion Post 207 could present their park layout design changes. Marty Reiner and Marilyn Galoff then presented the design and drawing that they had. The board did request to see the final layout design for the Veteran’s Park. The request was approved. Two Operator’s Licenses were then approved, one each for the Longbranch and Tiffany Tavern. The board was then presented with the audit financial statements and report from the Clerk, Amy Wayne. The Clerk reported the audit was well, and everything was in order.

In Committee and Board Reports- Trustee Trisha Knops, reported the Nursing Home Committee met April 12, and there are 37 out of 46 beds that are regularly occupied. The physical therapy room is completed, and their May meeting is scheduled for May 10th. Trustee Bruce Hartung reported for the Personnel and Finance Committee, stating, “We will be addressing the Bond issue with TID No 4 prior to the June board meeting, and will be inviting Brian Reilly, from Ehlers Financial to this meeting.” Trustee Brian Buck spoke for the Parks and Building Committee. The committee is currently working on getting bids for the Auditorium front door replacement. He also added, “Josh Bleskacek will be filling in for him, when he is unable to open the auditorium for Tuesday’s open gym.” There was no report for the Library and Public Works Committee’s this month.

The 2011-2012 Committee selections were then discussed and provided. The Licensing Committee will be Trisha Knops (Chair), Rick Stohr and Neil Boltic. The Police Committee will be Brian Buck (Chair), Neil Boltic and Trisha Knops. The Parks and Building Committee will be Brian Buck (Chair), Neil Boltic and Mike Sand. The Public Works Committee will be Mike Sand (Chair), Rick Stohr and Neil Boltic. The Personnel and Finance Committee will be Bruce Hartung (Chair), Brian Buck and Rick Stohr. The President Pro Temp is Brian Buck, due to his steady attendance to the meetings, stated President Bill Stewart. Trisha Knops will report for the Nursing Home. Brian Buck will report for the Library. The two board members for the Planning Commission will be Neil Boltic and Brian Buck. Absent from this meeting was returning Trustee Mike Sand. The Board meeting then ended at 7:25 pm.

In other news - The April 18, 2011 School Board Minutes were approved at the May 16, 2011 Meeting held at the Elmwood Public School. Newly elected Board member Brooke Glaus was in attendance. In the Administrative Reports, Principal Jennifer Alwin reported on Middle-High School athletics/activities. “The Track, baseball and softball are off to kind of a slow start, due to inclement weather. Our Forensics students did well at the competition in Madison. There are several academic events and field trips scheduled for April and May, including FFA Banquet, Junior Prom, HS Honors Banquet, Parent-Teacher Conferences, Band/Choir events, and HS/MS Graduation.”

Superintendent Paul Blanford reported that the gym roof leaked again, a day or so after the roofing company removed the ballast rocks. “All damages are covered by insurance,” he added. “So far, 14 applications have been received for High School English teacher. The gym door bids have been received, but specifications were not consistent among them. A new set of specifications for the awnings and concrete work have been drawn up and new bids have been requested. The board will meet with JA Counter, our health insurance broker, on Monday, April 25, to discuss action on employee health insurance for next school year.” Greg Nelson was appointed to attend the CESA Convention in Turtle Lake on June 6, 2011.

In Action Items - The Board accepted the resignation of John Pollock, as the Head Coach of the Girls’ Basketball program. He was “Thanked” for the two years of service. A second resignation was approved for Jessica Harndorf, as the night custodian. A Couple approvals for hiring were then completed for Becky Baier for the Summer Wellness Facilitator, and Bill Barnes as the Special Education Aide for the remainder of the school year. The renewal of the cooperative program with Plum City in High School Track for the 2012-2013 year was then approved. The Summer School dates were then set for June 13-30, 2011, and the decision to approve the awning and sidewalk work was tabled, due to specifications not being complete enough.

The Informational Items then concluded the open part of the meeting. A Special Board Meeting will be held Monday, April 25, at 7:00 pm to review the budget and reorganize the newly elected school board. A meeting on writing “School Policies” will be held on April 28, 2011 in Turtle Lake, with Superintendent Paul Blanford, Secretary Sandra Weix and Board Member Bernard Chrisman attending.

“Co-op between Elmwood and Plum City Basketball Denied”

On March 21, 2011 The Elmwood School District held their monthly meeting.
In the Administrative Reports, Principal J. Alwin reported on the Middle School and High School athletics and activities. Boys and Girls Basketball, Wresting, and Dance are finished for the season. Track, Baseball and Softball have each begun practice. All of our Forensics competitors advanced to the District meet on March 26th in Menomonie. Open meetings about co-operative sports with Plum City will be held this week in Elmwood and Plum City. (Note- The meetings were held, with Plum City voting unanimously to go forward with the co-op, and Elmwood voted unanimously against the co-op). The Parent and Student Surveys have been completed, and data is being compiled. Forty- two different families attended Parent-Teacher Conferences on Feb. 28th. The Spring HS/MS Music Concert was held on Mar. 7th. A number of students and adults attended a Digital Technology Safety presentation in Spring Valley, about kids and their safety online. A Medieval Banquet was held in the Village Auditorium on Mar. 11th. She then closed her report stating, “Several Academic Events and Field Trips are scheduled in the near future.”

School Counselor, Paula Haugle presented an overview of the many activities provided by the counseling program, to assure that all of our students are served by it in one way or another.

Superintendent P. Blanford reported The old bus put up for sale last month, was sold for $1800 to the only person who made an offer on it. “The School finances will require some creative maneuvering, to adjust to a $462,000.00 reduction in State Aid to our school district for the 2011-2012 school year.” He added. Blanford then finished, by stating “Due to recent changes in State Laws, a Personnel Handbook needs to be developed for the next school year.”

Members P. Peterson, B. Christman and S. Weix were appointed to an Ad HOC Committee, to develop a personnel handbook. Members G. Nelson and G. Weix were appointed to an Ad HOC Strategic Planning Committee.

In other news, The Board approved hiring Jerry Hannack, as the Assistant Softball Coach. The Board also approved the purchase of the WASB Policy Resource Guide for $5800. They also approved to open a position for High School English Teacher.

In the Informational Items, A letter from the Ave Maria Academy in Plum City, gave official notification, that Elmwood School District is included in their attendance area. The Meeting then went into Closed Session. .

Elmwood Village Board Meeting - April 2011

“Safety Concerns are Brought to Boards Attention”

ELMWOOD, WI - April 11, 2011 the Elmwood Village Board held their monthly meeting at the Auditorium. A majority of the board was present, with Trustee Neil Boltic being absent. This would be the last meeting for Trustee Robert Weix, as a Board member, as he did not run for re-election this year. Re-elected Village President Bill Stewart provided a “Thank You” to Mr. Weix for his service. The position opened by Mr. Weix leaving, was filled by former board member Mike Sand, a local tavern owner.

Area resident Halee Engeldinger, requested the board look into the intersection of May Avenue and Scott Street. She asked if this could be made into a four way stop. Her concern was for the safety of her child and other children in that neighborhood, since this was the entrance to school parking lot and a very high traffic area. Trustee Bruce Hartung; Chairman for the Public Works and Police Commission will look into this matter and see what can be done. Village President Bill Stewart will also do some research on this issue. No action was taken.

In other news, the Board approved three Liquor Licenses, one for Cenex, and two for the Longbranch Tavern. The “Open Book” is set for Monday, April 18th from 5-7 PM and it was stated “No Board Members need to be present at this meeting.” The “Board of Review” is set for Tuesday, May 17th from 5-7 PM. The President and Finance Committee Members will need to be present at this meeting.

Finishing up the meeting, were the Board and Committee Reports. Trustee Robert Weix reported that use was down this month, but up for the year for the Library. There were 85 people ages 3-85 years old at the “Family Game Night” on April 3rd. The Library is discussing purchasing a digital projector with donation money they have received. They are also researching the purchase of a re-furbished copier. Trustee Trisha Knops reported that at a short March meeting for the Nursing Home, bills were approved and paid. “All is well at the Nursing Home”, she stated. Trustee Bruce Hartung reported “We would be addressing the Bond issue with TID no. 4 in the near future, and Stewart would be setting new committees with the election.” The Spring Clean-up is this week as well was reported. This covered the Personnel and Finance Committee, and the Public Works Committee. The report for the Parks and Building Committee was provided by Trustee Brian Buck. He reported that the School will be ordering new backboards and rims for the Auditorium. And they would be looking at stripping and redoing the auditorium wood floor again, as they have done in the past.


The meeting was then adjourned at 7:21 pm.

Arizona State Capital Steps March 2011

The following is a message sent to me by a family member. I felt that I should show everyone that I can, what is happening in the USA.

My husband and his friends were threatened to be arrested and were told they would be booked under federal charges if they did anything. I am sending this to you so that you in turn can start emailing it to everyone on your list. It is totally uncalled for and people need to see it.

This is not about politics and rhetoric, it is about a direct threat to our country. Those of you that don't live in Arizona will maybe get a chance to see the other side of what the news is telling you. If this offends you greatly, then I have truly accomplished what I set out to do.

I understand that sometimes we don't see eye to eye on certain things, but that is the right our forefathers fought for. I am an American before I am anything else. For those of you who choose to dismiss this: If you believe that this is okay I believe you are a traitor to this country and everything it stands for.
I am not a racist and I am not a Nazi, this has nothing to do with race, it has to do with respect to the country that is continually taking you in and turning a blind eye to your agenda.

Homeland Security was designed to identify and defend America from Terrorist acts yet yesterday it let illegal and legal citizens of this country desecrate the Flag. People were spitting on it, stomping on it and burning it with cigarettes. One soldier who had just returned from Iraq tried to grab the flag and was thrown to the ground by the Capitol Police and Homeland Security.

It amazes me how many people will stand against the American People while all the while prospering from our system and our government.

Elmwood Village Meeting 3-14-11

Village Office to get New Computers

ELMWOOD,WI - March 14, 2011 the Elmwood Village Board held their monthly meeting at the Village Auditorium. During the meeting, they discussed the replacement of the office computers. These computers were bought in 2004. The village clerk has reported that they have been experiencing problems with the systems, and have requested that they be replaced. The cost will be approximately $2400.00 and will be taken out of the office outlay fund which has a balance of $4921.00 and was budgeted for the purpose of updating the computers specifically. A brief discussion ensued about the procedures of backing up the computers. This information was pre-approved through the Finance Committee.

In other news, Clerk Amy Wayne explained the Chief Inspectors of the elections had requested a pay raise. She was suggesting making a change from $8.00 to $8.50/HR. The pay raise would be less than a $50.00 increase to the budget. Two Operator’s Licenses were approved for the Longbranch. The Spring Clean-up was also set for April 11-15, 2011 to be in conjunction with the County.

In Committee and Board Reports, Trustee Robert Weix stated the year average for checkouts at the Library reached 22,000. Trustee Patricia Knops gave a quick report on the Nursing Home, stating they paid their bills in January. Trustee Brian Buck told the board that they did meet in regards of the replacement of the office computers. Parks and Buildings, and Public Works did not meet this past month. There was no Public Input, and absent from the meeting was Trustee Bruce Hartung. The meeting was adjourned about 7:30 pm.

Brian Ehlers did a review of all TID financed projects. Ehlers confirmed they were in good shape. He suggested the village could opt to receive reimbursement in the form of bond revenue rather than tax increments, which would speed up cash flow to the village. He estimated $100,000 could be put back into the general fund.

The chief inspectors are Joanne Baier, Mabel Fritz, Marilyn Galoff and John Bates.

Trustee Neil Boltik reported the new village sign, estimated to cost between $1,600 and $1,700, would be completed for less than $100 in materials, thanks to labor and construction being donated by Elmwood High School students

March 17, 2011 Letter to the Editor

In a letter to the editor I previously sent in about the open meetings situation filed to the Pierce County District Attorney. I have spoken with an attorney from the Attorney General’s Office in Madison, WI. I gave the attorney as much information about the case as I could, and he gave me a bit of insight to the laws.

The individuals that are creating these meetings, are working around the Open Meetings Laws as much as they can. If a group holds a meeting, without having more than half of the board members, or the township members as this involves. They can keep from having the meeting fall under the open meeting laws. This is a practice that has been seen by the Attorney General’s Office, and they do not condone these type of meetings, but they are not able to enforce the laws against them. They believe this to be questionable, and the constituents can simply vote these individuals out of office for taking this type of action to keep the public un-informed.

Reporter Sari Gordon wrote “They will continue with more of these meetings.”

The other side of this case was the possible “Conflict of Interest” involved with the Chief of Police for Spring Valley, being involved with the investigation of his employers who were the center of the accused violations. To have anyone that could be considered a conflict of interest involved with the investigation, was a showing a “Very Poor Judgment” added the attorney. Everyone involved with this case should have been attentive to the possibilities of any conflicts.

This is my feelings as well. I believe there is no right in denying people into open meetings, especially members of the board itself.

Health advisory related to drugs marketed as bath salts


River Falls law enforcement and hospital officials are reporting several cases involving dangerous health effects related to use of a drug marketed as “bath salts”. These synthetic cocaine-like drugs are being packaged and sold over the internet, through some convenience stores and head shops as bath salts or plant foods which are not for human consumption. Product names include Vanilla Sky, Ivory Wave, Cloud Nine, Blue Silk, Purple Wave, Ocean Snow and Snow Leopard. Preliminary testing indicates that the active ingredients in many brands contain MDPV (3,4-methylenedioxypyrovalerone) and/or mephedrone.

These substances, which are typically inhaled but can also be injected or ingested, are addictive and have been linked to severe paranoia, hallucinations, and violent or self-destructive behavior. Severe, potentially life threatening health effects may occur such as agitation, disorientation, seizures, faster than normal heart rate, rapid breakdown of muscle tissue, and kidney failure. Medical attention should be sought immediately if these symptoms are observed.

The Pierce County Public Health Department urges the community to be aware of the health hazards associated with this drug. Parents and school officials should be alert to the availability and serious health threat the drug poses to youth in the community. Law enforcement, medical providers, and school officials are asked to notify the Health Department of numbers of cases by calling 715-273-6755.

Safety Notice Alert

SAFETY NOTICE ALERT

This is something that I received by email, that I felt I should get out to as many people as I could. Please send this information forward to anyone that may not get to see it here...

Some of you may know about the red light on cars, but not the 112. It was about 1:00 p.m. in the afternoon, and Lauren was driving to visit a friend. An UNMARKED police car pulled up behind her and put his lights on. Lauren's parents have always told her never to pull over for an unmarked car on the side of the road, but rather to wait until they get to a gas station, etc.

Lauren had actually listened to her parents advice, and promptly called 112 on her cell phone to tell the police dispatcher that she would not pull over right away. She proceeded to tell the dispatcher that there was an unmarked police car with a flashing red light on his rooftop behind her. The dispatcher checked to see if there were police cars where she was and there weren't, and he told her to keep driving, remain calm and that he had back up already on the way.


Ten minutes later 4 police cars surrounded her and the unmarked car behind her. One policeman went to her side and the others surrounded the car behind. They pulled the guy from the car and tackled him to the ground. The man was a convicted rapist and wanted for other crimes.

I never knew about the 112 Cell Phone Feature, but especially for a woman alone in a car, you should not pull over for an unmarked car. Apparently police have to respect your right to keep going to a safe place. *Speaking to a service representative at Bell Mobility confirmed that 112 was a direct link to State trooper info.

I recently read an article in regards to the Open Meeting Violation that happened in Gillman Township. (This involving the Spring Valley Board) I also read how the Pierce County District Attorney John O'boyle gave the file to the Pierce County Sheriff Dept. to follow up on. The Sheriff’s Dept. then gave the file to LT. Dennis Sorenson, whom also is the Chief of Police for the Village of Spring Valley. The DA, as well as the Sheriff Dept. should have had better sense than this. There is a “Conflict of Interest” and it does not take a genius to see that.

The complaint was as follows:

According to Board Member Nellessen, access to the meeting was "Denied" because the Village of Spring Valley president Marsha Brunkhorst stated "It was for Chairman only."

This refusal to allow anyone into the meeting, without it being a “Closed Session Meeting” violates the Wisconsin Law.

The article noted that Mr. Nellessen believed this to be a conflict, and so should everyone in the county. The problem stems from the DA not having common sense to start out with. He has an issue with seeing the problems, when it comes to the Open Meeting Laws of Wisconsin. This is not the first time he has denied violations of this law. You cannot say “There will not be issues with a cop, investigating his bosses.”

As a citizen it is clear that there was not going to be any charges to start out with, by the way DA O’boyle processed the complaint. There were many different avenues that could have been followed with this complaint, but the legal system in this county continues to show that ethics are not their strong suit.

When asked if he seen this conflict of interest, Sorenson replied, "No one raised that issue.” Nobody should have to raise the issue. Anyone involved in the legal system, should know this without a citizen questioning it.

It is in everyones best interest to question what their board members are doing behind closed doors, especially when they start denying people entrance to these meetings. If a meeting is not held in "Closed Session", they do not have any rights in denying public from being at the meeting. They do not have to allow anyone to speak, but they cant deny the attendance.

As for the situation at this meeting, they got away with it this time, because DA O'boyle protected them. He did so against the state laws. Like I stated earlier, This is NOT the first time that O'boyle has denied filings against board members in Pierce County under the Open Meeting Laws of WI. I believe he needs to be schooled on these laws, because he is blind when violation happen.

Elmwood Police Dept. Future is Digital

ELMWOOD, WI - On February 14, 2011 the Elmwood Village Board held their monthly meeting. Paul Blanford, the Superintendent and Sandra Weix, the Board Secretary from the School spoke to the Village Board about the possibility of sharing services to save money, such as sharing the cost of snow removal and other equipment. He also added promoting Elmwood to attract families with children, and helping each other with challenges that Elmwood faces. No action was taken.

One operators license was approved for the Sandbar.

The Library Board appointment was then discussed with Wayne Nohelty and Joanne Baier providing applications for the position. Trustee Weix gave a motion for Mr. Nohelty, and that was approved. Trustee Hartung apposed the appointment.

The board then went onto discussing the replacement of the village signs. The same information that has come forward in past meetings, was once again spoke of during this meeting. Trustee Boltic gave approximately the same numbers to the board for the high density foam board. They discussed having the school provide workers for the project, as well as community service workers to lower the total cost. This has been a subject that continues to come to the board about every six months or so. This is the business that Mr. Boltic is involved with for his employment.

The Building Inspector Contract was next on the agenda, with Trustee Hartung making the motion to keep All Croix Inspections, LLC (Todd Dolan) from Hudson, WI. This motion was approved.

The Board then started discussions on the need to change the police radios over to all digital, by federal law. This must be completed by January 2013. There will be a grant available, but it must be requested by February 24, 2011. The cost for this change over will be in excess of sixteen thousand dollars. The grant funds will be just under eight thousand, leaving another eighty-six hundred to be paid by the village. Trustee Weix made a motion to take the required funds out the squad car outlay fund to pay for the digital police radios required. But, with the stipulation that said funds be replaced with the 2012 budget.

The Committee and Board Reports were as follows.

The Library circulation was now double what it was back in 2000, and the library is used by adults mostly.

The Nursing Home information was provided by Trustee Knops. She reported “There was a December deficiency reported in January, and to contact Rob Gilles for any questions on this matter.” Upon contacting Mr. Gilles, I was told that a male resident was “Acting Inappropriately” with other female residents, as well as with the female staff. The nursing home had to take actions in removing the subject from the home. While going through the process, the State of WI was involved, and claimed the Nursing Home had not documented the incidents well enough. This caused the deficiencies that were noted. The tub therapy room has been completed, the electric fireplace will be installed in the family/dining room area and the State has approved the Oxygen Therapy Room.

There were no reports from the Personnel and Finance Committee, Building and Parks, or Public Works. Paying the Bills was approved, and the meeting was closed at 7:41 pm.

January 2011 village board meeting

ELMWOOD, WI - January 10, 2011 The Elmwood Village board met for their monthly meeting. The meeting opened earlier than normal, at 6:30 pm, to have a Public Hearing for the new village ordinance involving the synthetic marijuana. The Ordinance #2011-01 Synthetic Cannabinoid (K2) Prohibited was discussed by the village in a previous meeting, and this hearing was to allow any citizens the chance to ask questions. Elmwood Officer Matt Broehm was asked to give a short description of this Ordinance, a short discussion ensued about making the school aware of this Ordinance and Broehm assured the board he would contact Paul Blanford, to have it incorporated into the school codes/policies. Trustee Bruce Hartung questioned on the penalties of violating this Ordinance, and how it will handled. Bill Stewart stated “It will be handled just like any other ticket issued, such as a parking tickets in the Village.” The Public Hearing was then closed about 6:40 pm. The regular board meeting then began, with no Public Input received. The approval of the new Ordinance # 2011-01 Synthetic Cannabinoid (K2) Prohibited was introduced and moved into adoption, with all members in favor. Rick Stohr was absent from the meeting. The following people filed Candidacy Paperwork. Village President, only William Stewart (Incumbent), Village Trustees, Brian Buck (Incumbent), Neil Boltik (Incumbent), and Michael Sand. Robert Weix has filed his Non-Candidacy Paperwork. Mike Sand, owner of the Sandbar and Dick Tiffany, from Tiffany’s Bar, addressed the board about having a street dance on Saturday, August 27, 2011. They informed the board that their plan is to block off a portion of Main Street, and contain the crowd to that area. Bear Creek Band will be the featured entertainment. They will only serve cans, use wrist bands, have a porta-potty. They will be responsible for the clean-up of the street. Stewart acknowledged that the Elmwood Enrichment Council has donated money, for the replacement of the accordion door, leading upstairs. The cost of $878.00. Installing wainscoting around the elevator upstairs also, at a cost of $150.00. The Village Employees will do the work. Paul Peterson asked what the total increase of the property values in the Village, after the assessment. Clerk Wayne couldn’t answer, but thought it was around $2 million. He then addressed the board on the possibility on having an apartment on the lower floor at his property at Main St. There is a Zoning Ordinance (Sec 13-1-49) that prohibit such a thing. If Mr. Peterson wants to pursue this farther, the matter will have to be referred to the Zoning Board of Appeal. One Operator’s License for Renae Stohr, at the Longbranch was approved. Pat Nohelty resigned from the board on December 13th leaving an open seat that needs to be filled. Applications must be received by January 31, 2011, to the Village Clerk. Todd Dolan (All-Croix Inspections, LLC.) located in Hudson, WI. is our current Building Inspector and his contract renewal is due 4/1/2011. Hartung made a motion, to table this issue until next month so the Licensing Committee can have a meeting, to research this contract further. The Library Committee report was provided by Bob Weix. December 8th,was Christmas crafts with an attendance of 81 people. The Library will be hosting a Gaming night with the 4H on April 3, 2011 in the auditorium. December circulation was up to 1146, Books By Mail will be discontinued, Feb 12th will be a Valentines Day program, and January19th story time will start up once again. The Nursing Home Committee report was then given by Trisha Knops, and she reported there was no Dec. meeting. Instead, there was a Christmas party. The Personnel and Finance Committee report was provided by Hartung. The committee is conducting personnel/employee evaluations. There were no reports from the Public Works, or the Parks and Building Committee’s. The Board meeting then adjourned about 7:20 pm.

In January, Jim Baier, Elmwood postman since 1991, retired, and the high school athletics teams struggled to win victories against rivals. Also on Jan. 13th the Elmwood Argus, the smallest of three paper that did a article on this story printed theirs about the village clerk ending her job. Prior to printing the article, they made contact with me, to get my side before going to print. (This I applaud Paul Seeling for doing) When Pulk spoke to the Argus, she claimed “Her job in Elmwood was “CONTENTIOUS” and she just wanted to step back and concentrate on her family.” The Argus reporter Kaye Bird then spoke with me on Jan. 12th, and I explained to her “I had no contact with Pulk for over two and a half years, and the Chief had also been gone for over two years.” I also stated to them “I could not be held for her stress currently.” I told the reporter “When she was in office, our problems stemmed from her refusal in providing me “Public Records” that I gave written requests for. This led to the State being contacted, and her claiming that was harassing her. The charges that the village filed against me where thrown out by Judge Wing in Aug. 2007, and that was the “Lead” story in that weeks Herald Edition. I also informed the reporter that during the Jan. 11th Village board meeting, Rupakus clearly stated “Pulk was placed on a suspension prior to Christmas,” this was confirmed by the reporter to have happened Dec. 14th. Pulk then resigned during the suspension on Dec. 28th but continued to be paid through Jan. 11th. Rupakus refused to provide any information on the suspension. Rupakus then went on to tell how his wife was in Pulk’s position now until they hire someone. His wife is also a candidate for the job, so he stepped down from the committee that will do the hiring. Next they spoke over the clerks position and Deputy-clerk Vicki Lehmann was offered the Clerk-Treasurer position and she declined stating “ I am comfortable where I am” Rupakus spoke of how he thought the Village should only hire someone at 80% time. 32 hrs a week. He stated “This would save the Village $4,000.00 a year.” Vicki and other board members noted their feelings about the cut back, when their are many things to be kept in order and a lot more work involved then they believe. They went on to the Committee change that Rupakus requested. He wanted to step down from the Personnel and Finance Committee to stop any “Conflict of Interest” with his wife applying for the clerk position. He stated “The day after Jodi was suspended, he called his wife and Bill Stewart in regards to her taking over in the Village Office. She is volunteering now, but she plans to apply.” Stewart then removed Rupakus from the Committee and placed Bruce Hartung as the Chairman of the Committee. Bob Rupakus then told the board of the suspension of Jodi Pulk with pay on Dec. 14th through the Jan. 11th board meeting. He also told of the Dec. 28th meeting in which there was no action. (This was false because that was the meeting that Jodi gave her resignation. and they voted on accepting it)


In February, Gateway Publishing launched its new website, mygatewaynews.com. Citizen Matt Marose spoke to the board and stated “The village alleys had not all been taken care of,” just to get told by the President, Bill Stewart “There has been vacations causing this,” yet when speaking to Mr. Marose, he states “He directly was spoken to by the Village Worker, and was told that they have changed the way they take care of things,” after he tried jumping Mr. Marose’s throat for allegations told to him by the Village President. Instead of this being a simple question to answer, the President turned it into a complaint about the workers, to the workers. Nice Job Bill Stewart. (Mr. President) Mr. Marose then asked “How many people applied for the position of clerk,” to be told 40. This again is not believable, because I asked Stewart the morning of the meetings, and he told me 30, in front of the village clerk and her help.


In March, William Conley was confirmed as a judge on the U.S. District Court for the Western District of Wisconsin. after Judge Barbara Crabb retired and left a vacant seat.In Early March, it was learnt that the Eau Claire Leader Telegram had filed a lawsuit against the village board for violating the “Open Records Laws of WI,” by refusing to provide the information in regards to the past village clerks suspension that was reported to be a resignation due to stress, due to the Talford family and the past Chief. This was known to be “LIES” to begin with, being Rupakus was the provider of the information as Head of the Personnel Committee. He has been the head of many controversies in the village, including the termination of the past chief, in which Rupakus was the Head of the Police Committee at the time. The resignation was filed on Dec. 28th, 2009. The suspension happened Dec. 14th, 2009. That was never spoke of, until the Elmwood Argus received the information after Rupakus explained that happened in the Jan. village board meeting. The Village refused to provide the information to the Paper, as did Village Attorney Robert Loberg. Again, the Leader Telegram wrote another article, explaining how they received information from the village board and Robert Rupakus. Now it has become that Jodi Pulk was stealing from the village and doing all kinds of bad things. This all coming from Rupakus mind you. Accusations going back to 2006, yet the village board used the Village Attorney, Robert Loberg to file a false restraining order against me, claiming harassment of this person. Then again, when I was assaulted by Robert Rupakus in the Street, they again used Robert Loberg to file a reverse order when I filed one for the “ASSAULT.” Loberg went to the County DA, and the two of them manipulated the laws for Rupakus, taking away my victim rights for the assault. Yes, Loberg respects the law, “MY BUTT.” I believe he violates every law he can get away with. He even created a “Policy” against my family, taking away our rights to equal protection by law enforcement. This was created Jan. 2006, and was one of the reasons for Chief Meyers lost his job. He did not follow the policy, as they directed him to. He was verbally threatened in the event he was to ignore there directives. Again, by the Head of the Police Committee. In the article , Rupakus stated “He felt it was the right thing to do, releasing the information on Pulk.” He was the one refusing the records to the Leader, when he gave them a false story to begin with. It was later found out, by a direct statement from Pulk, that Rupakus was the creator of the resignation letter, telling her “This was her best way of dealing with the trouble she was in.” This continues to prove he likes to lie, as he did when he assaulted me, claiming he never touched me, and my kids planted red substances on the ground to look like blood. The Police Report proves all of this, and when he filed his order against me, all the truth came out, with more continuous lies added of course. The Papers really need to investigate the entire board for violations, especially Rupakus. He has headed all the problems when they came about, always being the head of the committee with the problem. He goes to every board meeting claiming knowledge that everything is just fine, the records are correct, and all looks good. This is not the truth now is it, as to his own claims now. It seems that the board never even gave Pulk the list of Accusations, yet they had it ready for the Leader after the suit was filed against them. “CONVENIENT.” The Accusations listed seem to be really convenient now, stating things that they could not have proven, unless she admitted to it, such as destroying an application, who seen her do this? She gave herself a check, that she proved she should have received, yet this is claimed to be the “Final Straw.” She was suppose to get it, who was not paying her for her reimbursement then? Trustee Rupakus was responsible for verifying the records, and claimed “They were always ok,” why now is that False? I believe his hands are just as dirty, if not more. Village President Stewart should also be responsible for the actions that happen under his watch, I believe. The Elmwood Village Board loves to take target on people, and use any one they can for the scapegoat when problems arise, this is a proven fact. That’s why they continuously attacked my family and I. They began with the direct statement “They would get my family and business out of the community within three years,” back in 2004. This is on audio tape, and anyone can listen to it, if they would like to. Now the March Village Board Meeting has been written up by the Pierce County Paper, and more of the village non-sense is heard. Matt Marose questioned the board, and the blame went to Village Attorney Robert Loberg advising them that this was a law that is ambiguous (Confusing). This is a regular word for them to violate the laws. Stewart then claimed “No one contacted them about the records,” yet the requests where denied by the Village Office, and their Attorney Office. The Sun-Argus released an article late in March, in regards to the ongoing issue of the village board's actions with Jodi Pulk. Now Rupakus claims “They thought about “Criminal Charges” against Pulk. He states “She finally caused the “TRUST” factor to disappear.” He goes on to state “Pulk decided to resign instead of being fired,” yet he does not state, this was his direct statement to her to do, “claim stress as the reason.” He adds “They did not want to hurt Pulk's reputation, so he gave her the excuse to use, about my family and the ex-chief to do damage to our reputations instead.” He also stated “The resignation was made in “Open Session,” yet the minutes show that the resignation was made in “Closed Session,” and voted on during the open session. He also claims “The board was not able to react to the filing of the suit , due to it happened between meetings,” yet they could have called an emergency meeting, as they have many times before to get resolution. They just refused to do so. Rupakus then claims that the members are not able to check in the office to deal with everything on a regular basis, yet they are seen downtown daily at the Bars for sure. Rupakus himself was seen at the office on a regular basis, and the other members could stop in easily if they kept decent hours for the Village Office. In the minutes released by the village for publication on March 31st, It has now been stated by the village clerk, “Indeed Village Attorney and Judge Candidate for Pierce County Robert Loberg was involved by telling the village board not to give the Eau Claire Leader the information they requested through the Open Records Laws of Wisconsin.” Robert Rupakus gave this statement when questioned why the village would violate the laws, during public input. Now the Village President says “The Leader should have to pay for the records as everyone else does.” (Maybe when they first requested the records. The village should give them over without charge, being a suit had to be filed to get them to respond the right way. This shows just how professional and respectful they and Attorney Robert Loberg are! They think that the Leader will drop everything and pay them all they want, I Don't Believe that Myself. The Leader should continue their actions against the village and make them an example for the rest of the State to not violate their Laws!!! This is exactly how the village has reacted to citizen's requesting information in the past, so it is very nice to see that someone has stepped it up against them.) Do not believe them that Jodi Pulk was the only person involved in the missing funds they are claiming now. I have been stating the feeling that this was happening along time ago, and it can't possibly be just the clerk. The Head of the Committee needs to be investigated for sure, and even the Village President should be held responsible by the Citizens.


In April, Congratulations to Our new Pierce County Judge, JOE BOLES. It was a very good thing to see the people of Pierce County speak out, on who they wanted and trusted to become our next county judge. The votes made it clear that all the money that was spent by candidate Robert Loberg did no good. You can't buy your way into becoming a Judge in this county, Thank God. Again, Great Job Joe Boles on becoming the new Judge.........


In May, Elmwood High School celebrated its 100-year anniversary. I (Rick Talford) became a Citizen Journalist for the Spring Valley Sun/Elmwood Argus. It was stated by another citizen “Bill Stewart made comments that the money he receives for being the village president is far from what it should be for all he does.” In my opinion this is a statement by an over paid individual, being that every person that is voted into the village board should be doing it, without any pay. They put their names into the balloting to serve the village and make things better for the community, not to get a check. I have always believed that every member should give their time to the community without taking the funds, for the much needed programs within the village. To me, this shows “GREED,” as well as a largely swelled head of a Village President. Maybe the budget would not be in trouble every year if the members were not dipping into it themselves. In the minutes Bill claims “It was good to see so many people at the meeting, yet most were there with complaints. This came up in the board meeting, when Stewart wanted to change his claim. It was also told to me, “Mr. Rupakus took it upon himself, to go after a citizen that had a verbal agreement with the village president, in regards to a fence he put up, that appears to be too high. The landscaping of the property was going to be completed throughout the summer, and he spoke directly to the village president to keep from any problems arising with the fence, before all the work was completed. This did not matter to Rupakus apparently, because he had the village clerk send a “Violation of Ordinances” letter to the citizen.” This is just one of many personal targets that happen when no one communicates with one another, or just has a simple grudge against an individual. Maybe it was simply because a friend of Mr. Rupakus had a problem with the fence, without having any knowledge that there was an agreement that had already been made. A Special Village Board Meeting was held on May 25th, for a Beverage License for non-other than Robert Rupakus, former board member of Elmwood. It has always been known that any special meetings to be held, had to be paid for by the person requesting the meeting. Now, I wonder if the citizens have to pay for him and his request for the license. Being there is only a couple weeks before the next meeting of the board, I do not see why they had to hold a special meeting that will cost the citizens in paying the members to attend the meeting. I guess this also make it official that Rupakus in planning on running against his buddies as a bar owner in Elmwood. I will point out to everyone, that Rupakus caused many problems for the previous owners of the Longbranch with their Licenses and also with the Rules he pushed against the same bar, while standing outside the bar to get citations against them for after hours violations. This was a well known fact by people of the community. It was also noted that there have been rumors of Rupakus running for Village President in the next election. Wouldn't that be perfect then, he could run the village from behind the bar. Just a thought, being the village has been run from the bar meetings for the past several years....


In June, the whole country reeled from the Gulf of Mexico oil spill and locals faced their own heartbreak when Elmwood grad Jessica Hartung and two of her friends were killed in a car crash. On a more positive note, the Elmwood/Plum City Boys track team won the Regional Title and placed fifth at the State Meet. During the Village Board Meeting on Monday night, the board discussed the “Auditorium Rental Agreement.” A wedding party on May 1st, 2010 ended with the elevator locked up on the first floor. This is a safety feature the elevator has, and when the technician came to do the repair, it was (ONLY) assumed that kids may have been playing in the elevator, (pressing all the buttons), causing the lock up mode to be reacted. The cost for the technician to come to the auditorium and reset the computer was $600.00. The members of the board agreed that they needed to make a change to the agreement to ensure they would not have to pay for this again. Village President Bill Stewart stated “During or after the event, Whoever rents it and this happens, will be responsible to repair it. Other than normal wear and tear, someone who uses the elevator with abuse and damages occur, will need to pay for it.” It was then questioned by a citizen (Delorse Radtke) about the groups that are given the auditorium without any agreement being signed, such as the 4H group. The Board responded by stating “They usually keep the elevator locked, unless needed.” Stewart then added “A line was being included in the agreement to state the liability of the renter for the elevator use.” “We need to notify the Public” was stated. The change was unanimously voted in. (Note-- This is the policy that the Deputy Village Clerk told Matt Marose about, just four days prior to his wedding date, causing him to take his wedding elsewhere after having an agreement already signed with the village, back in Feb. 2010. It was stated to Matt after the meeting by Village Clerk Wayne that the village was going to pay Marose his deposit back now. This after being told they would not refund his money due to he did not give them 31 days notice of the change, yet they did not give him any written notice to the change at all. we will have to wait and see how long they take to pay him back. it should have already been done in my mind) During Public Input, the final cost for the Eau Claire Press Co. lawsuit regarding the release of information on Jodi Pulk’s Suspension was requested. The attorney fee’s for the Leader Telegram were $3,042.09 with another $100.00 paid in Statutory Damages. The payment of this was approved last month during the board meeting. (the amount was not published in the paper, nor was it reported by Sari Gordon of the Pierce County Herald) I was given a slip after the meeting by Clerk Wayne, claiming $3,242.09 as the cost-- $100.00 over what I was told by the editor of the leader telegram. I do not understand why the two would have a different total. This does not reflect the cost of village attorney Robert Loberg's fees either. This cost is directly the cause of the lies by village trustee's and president in trying to state the clerk resigned, instead of she was being terminated through a suspension. If they would have simply told the truth to begin with, the village residents would not be paying for their lying. .tax increase coming to pay for this action again. Just like the Meyers case that cost the village at least 20K, Stewart even stated to a citizen “It probably cost them the entire budgeted money they had.”--that was 70K. all this for nonsense actions by Robert Rupakus and Bill Stewart


In July, I spoke to the Elmwood Officer and requested a copy of the report provided to the board on the Police Dept.’s activities, and he responded by stating “They do not do that anymore. He is not the Chief, so he does not make out any reports to the board.” I find this a bit troubling. Why is there no reports going to the board or the police committee. The officer has no protection of his job now, because he cannot prove what he does monthly for his job. I guess, the village president did not want Elmwood business to be provided to the papers, now he has accomplished that. It continues to prove the board wants information hid. No one is to know about all the Break-ins in the community,(unfortunately, My Son is accused of being involved with these cases. He has also admitted to being part of them, but he is the only one being charged. No surprise there) or if there are drunk drivers in the town. The past is catching up once again in Elmwood. “What happens in Elmwood , Stays in Elmwood”. Citizens have the right to know what the police dept. is doing, and I will be investigating this much more, to find out the “Citizens Rights” to this information, and the board responsibilities in providing the information. In the School board meeting, The Administrative Report was provided to the board by Principal Paul Blanford. The WASB Aid had been announced to be $96,588.00 for the Elmwood School District. These are funds received from the State Budget for School Aid, to help out the smaller rural schools. The program helps schools with less than 722 students, and have less than ten students per square mile in the district. These funds are able to be used for any budget areas the school may need. “A Welcome Relief” Stated School Board President , Greg Nelson.


In August, the Spring Valley/Elmwood area was pounded by heavy rain that resulted in devastating floods. The Village Board discussed the Grant Funds they will be receiving from Pierce County, for the repairs to be done from last springs flooding problems in Butternut Park and the property owned by Jerry and Joyce Webber. A total amount of $42, 976.34 has been awarded to Elmwood. An additional $4,717.39 will be received from Pierce County for the wages that were paid for the clean up. There will also be a $1,200.00 amount taken from the payment for the cost of a burm that was already put in place to slow the erosion problems caused by the flooding. The remainder of the funds will go towards additional repair to the park and repairs needed to the Webber Property. The Public Works Committee has started the process in getting bids for the work, and hope to have some to present to the Board at next months meeting. The Elmwood School District held their Board Meeting Monday Evening, and discussed a variety of changes coming. The longest discussion took place over the purchase of a new mini bus. The bus has been looked into for some time now, and they have found a couple different options for purchasing a new bus for a cost of near $54,000.00. The bus will be equipped to handle wheel chair riders. The board has a couple options also in how to purchase the bus, with having different funds available to them. The current bus did pass inspection this past week, but has been costing the district in the up keep costs. It was also stated “A trade in value was pretty low, at $1,500.00.” The Board then discussed the idea of keeping the bus, and selling it on their own. This would seem to have a better potential to get much more out of the bus.


In September, The Village Board then heard from Lynn Hartung on a ATV Trail Proposal for the village to connect with the trail system being run through the county. She also had a member of the SV Board and Co. ATV Association along to help explain the process they have went through, up to this point. The proposal is to have the trail enter the village on 110th street, and cross the road to Riverwood Drive, then to Eau Galle Drive, then connecting to the current snowmobile trail that runs through the village. This is the only area they can direct the traffic, due to most of the main roads in Elmwood are Numbered or County Roads. These roads are not allowed to be used for ATV traffic. There are plenty of hurdles for them to get pass for the trail to be allowed, with the private land owners, snowmobile club, village board, and the DNR all having to give the OK. They added, all the signs are provided by the association, with no cost to the village for the trail. Bob Weix of the Village board asked about who polices the trail, and it was answered the County Sheriff Dept. and the Village Officer would. This would be a issue for the board to send forward to their committee for more discussion. Monday, Sept. 20, 2010 the Elmwood School Board met for their monthly meeting. In Public Input, I spoke to the board, to let them know how two of their recent graduates were doing. Brandon Bauer completed and graduated from Basic Combat Training in North Carolina earlier this month, then went ahead to AIT, and Timothy Talford graduated late last month from training in Fort Knox, Kentucky. Timothy has went onto AIT in Maryland, were he set a new record for their two mile run. He continues to be an active runner, with the hopes of joining the Army running team and trying out for the Olympics. New Principal Jennifer Alwin then gave her first report to the board. She started by explaining her visit to Elk Mound School for the In-Service earlier this month. DR. Rich Allen gave a presentation to everyone on his book “Green light in the classroom”. One of the areas covered was teaching memory skills. She then “Thanked the Board” for being hired, and said “She believed she has found a home. In Action Items, the board reviewed the 2010-11 Budget. Paul went through a very long explanation of the budget, covering everything very well to the board. The student count for Sept. was 323. Going through all the numbers and using the 16.7 mil rate, the school district will have a tax levy of 4.2%, which is down from 10.7% last year. One of the biggest areas of savings was covered by a Fund 38 pay off. This will save the district $160,000.00 over nine years, in interest alone.


In October, the Spring Valley and Elmwood middle schools earned "exemplary" status from the AWSA. The Village Board then Approved the Crosswalk Project, with a short discussion on how they had just received the states’ approval today for the project. There will be a crosswalk put in by the new post office. The Committee met last Monday to put together the plans. The board approved the work to be done by Josh Shafer at the cost of $2,000.00. There will be an additional $500.00 for two rumble pads to be placed in the crosswalks also. These pads are made of steel, and are a new requirement by the state for all new crosswalks. It is understood that these pads are used to help the blind know that they are at a crosswalk. Stewart then finished up with some information he received concerning the need to replace signs within the community, due to changes being made by the DOT. There will be a change by the DOT, enforcing the changing of stop signs and others as well. These changes will need to be done by 2015. The signs will be larger and reflective. There will be a big increase in costs to communities for these signs to be replaced and updated. “Most of the signs we have right now, will be obsolete. It would be in the best interest for the village to start putting money away through the budget for the next two to three years to be ready and compliant,” stated Stewart. The School Board spoke over the Skylert Notification System for student management was approved for purchase. The cost for the system will be $1,300.00 for the Module and $973.00 annual service fee. The Module is a one time cost. Hopefully, this will be up and running within six weeks. The system will be used to notify parents, students and staff of school closings and other needs the school may find useful. The module can call the entire district within just minutes, saving the office staff a lot of time. The 2010-11 tax levy was approved at 4.2% as discussed last month. The board also approved the repair of the current Intercom System. A Technician came to the school and found the system to be in need of repairs, due to a possible lightning strike in August. This may be covered by insurance if lightning is found to be the reason for the repairs. A deductible of $1,000.00 would be the cost. If the damage is from age, then it could cost up to $7,000.00 to replace the components needed. Finishing the action items, the board accepted the resignation of Dick Jones as the Assistant High School Basketball Coach, and approved Samuel Sujecki as his replacement. Sujecki is a current student at Stout. The “Bullying Policy” will also be included. Superintendent Blanford told the members of the board that he has reviewed a DPI model policy that most of the school districts are going to use. There may be minor changes the board may want to make to enhance the policy to specific needs of the district. This policy will be used to ensure the investigations of bullying and harassment claims. “It has not been a major problem, but I have noticed it is a weekly problem that comes to my attention”, Blanford concluded.


In November, Elmwood student council members set a new record in their second annual food drive, raising more than 1,655 pounds of food for their food shelf. November 8, 2010 the Elmwood Village Board met for their monthly meeting. The numbers for the November 2, 2010 Election were tallied up, with 251 voters out of 501 registered showed up at the village hall to vote. All the Overseas and Military ballots , as well 18 Absentee ballots were received. November 15, 2010 the Elmwood School Board met and adopted a policy to deal with Bullying. This has become a serious problem throughout the United States, leading to teens taking their own lives. The policy will ensure that all complaints are investigated immediately, and the parents of the victim(s) and the accused are contacted prior to the conclusion of the investigation. All documented information will be kept confidential to the extent required by law. An annual summary report will be prepared and presented to the school board, to help understand the trends of bullying and recommendations on how to deal with the problem better. The annual report will be available to the public. (NOTE....the one thing I believe needs to be added is...how will they deal with adults being the accused...I know from personal experience that there are adults at the school that this very much includes. .this should be addressed in the policy.)
In Administrative Reports, Principal Alwin spoke about the Student Council will be having their annual food drive this week, with the attempt to get 1 ton worth of donations.The Haunted House was a total success with five boxes of food being donated to the food shelf and ninety nine dollars in cash. Superintendent Paul Blanford then began his report with the gym floor repair, with hopes that everything will be completed this week. The sub-floor was getting destroyed by water that was getting under it. There was no insurance coverage for the problem, so the cost will come out of the schools funds. The floor will be ready for use by the December 2, 2010 game scheduled. “The roof over the elementary area is still leaking” Blanford added. The recent wet snow is not draining well off the flat roof, and the talks of getting the roof repair is now becoming a bigger priority
In Action items, the board opened the sealed bid for the full size bus they had for sale. Mike Buckman of Illinois was the only person to put in a bid. The board accepted the bid of twelve hundred and fifty one dollars. The scrap value for the bus was twelve hundred. There is currently a need to hire another part time special ed teacher at this time to make sure the kids are receiving the help they require. The school has thirty students that are in need of assistance, with one full time teacher and a part time teacher. They really need to have two full time teachers to cover the students needs


In December, the Spring Valley/Elmwood area was pounded with the fifth worst snow storm in western Wisconsin's history, which left residents snowed into their homes and traffic at a standstill. Village Office Matt Broehm spoke to the board in regards to a new ordinance. This ordinance will be in conjunction with the Elmwood Public School, and will need to have further discussion with them, and the village board. It is called a K2 Bann Ordinance. I have requested more information on this ordinance to give the public an idea of what it details, but have not received any response as of yet. I hope to be able to give more detail in the near future. No Action was taken. I have been given the information as of today, Dec. 14th, 2010. This is an ordinance against the new synthetic spray drug version of Marijuana. It has many other names, such as spice, k2, Genie, Yucatan Fire, and fake marijuana. This has not yet become against state or federal law, but many cities and smaller communities are taking action now.
