Meeting Updates


Elmwood Village Board Meeting
Village Office Boardroom
Tues. Oct. 23rd, 2007 @ 3 PM


Bill Stewart opened the Meeting and stated there was a quorum of the board present. Naming off who was in attendance.(Jodi Pulk, Pam Marson, Mike Burke, Susan Dzubay, Bob Rupakus, and himself.) On the Agenda is Resolution 17-2007 Of the Village of Elmwood, Wisconsin, Authorizing a development agreement and related documents in connection with the Welcome Home Assisted Living, Inc. Project

Susan Dzubay made the motion to pass Resolution 17-2007 Of the Village of Elmwood, Wisconsin, Authorizing a development agreement and related documents in connection with the Welcome Home Assisted Living, Inc. Project

Mike Burke gave the second

Susan then asked if a roll call vote was needed, and she was told “I Would” by Jodi

Bill then took a Roll Call Vote and each member stated Aye.

Mike then made a motion to adjourn, seconded by Bob Rupakus

Bill then adjourned the meeting.

Bob Rupakus, Pam Marson, and Doug Claflin present.

Bob R. motioned they go into closed session regarding the legal actions regarding the Police Chief Adam Meyers , seconded by Doug Claflin.

A Roll Call Vote was then taken, with everyone stating - Aye

Pam M. made a motion to return to open session, and a second by Doug Claflin.

Another Role Call Vote was then taken, w/ each member stating - Aye

They reconvened into open session and there was no actions taken reported

Doug C. then made the motion to adjourn, with Bob seconding that, and the motion was carried
NOTE-- As of Today, there has not been any notice for the Police Commission meeting for the Chief Matters the Board is facing. There has been a few comments made by some, that is well known that Jaeger will be our next Chief soon. We'll have to wait and see, and when it does happen, then everyone will know directly that we have been getting lied to by our elected officials.

Review of a few Board actions in the past 5 years


2002
April- Cedar Corp. announces grants available for citizens and business to update
properties-Denied by board members, not just for village board use.

August- ATV use going to be allowed in Village
PD will now have a new camera system in squad- cost 1,200.00

September.- Talford request help against harassment from neighbor John Marson-
committee meeting to be set by board- will do nothing

December. - Auditorium Rates doubled for non-profit groups by Jodi Pulk-Clerk
PD received new laptop computer for squad

2003
June 9- water and sewer rates increased 3%

October. 13 - Library now moved- wants additional hours to operate, and $12,000.00

2004
February. 9 - Stewart states all fire hydrants will be kept clear, this will not be a problem
- Village shop given the ok to buy street sweeper
- Notary fee now $1.00 for Jodi Pulk-clerk
- Publishing Co. coming w/ 12 new jobs stated by Bob W. to be coming to town

March. 8 - John and Jodell Marson w/ Donna Lein slander Talford Family for 90 minutes
and the Village Board Bob W. and Bill S. acknowledge time it takes to rid a
family and proceed to state 3 years Talford family could and should be gone-

9 - request for audio transcript from Village Meeting-hand delivered to clerk

23 - Police Committee meeting- Marson, Lein in meeting speaking as we
entered, Kris and I spoke and Bob W. ignored us, and walked out.
- Stewart followed Rick outside to threaten citations for misc. reasons, and
posed for a picture by his cycle with a peace sign.

April. 12 - Transcript fees raised from $20 to $40, or $50-
Bill states we are not going to just give them away.
- Nelson Dev. bans all ATV use in development- due to damages done already
to property, directly behind Stewarts property.
- Barber Shop high water bill and board was nasty as hell to her.
- (note- Attorney Loberg had numerous Talford police reports scattered on tables
that anyone could view.)

May 10 - Salvation army water bill assistance info. given out by clerks to public
we started getting harassed about not paying our bills by neighbor.
A one time assistance on a water bill, the clerk made public !
- we also where banned from taking any items from the metal recycling to give
to people that could use the items. Ordinance allowed w/ good faith.
- Ordinance 8-4-11 now changed- unless good faith applies removed from policy
- Barber Shop water bill again- Bob W. states we never helped anyone before
and we are not starting now.

28 - Public Works Committee- Water problems Talford made a mapping of all
sitting water and needs to move it. Map did not mean anything- no use
- Shut off policy now for delinquent bills started now by clerk

June 14 - Adopt A Hwy sign theft- Talford’s - Bob W. states not our problem
- Barber Shop bill delinquent- Village not allowing dispute
- Clerk wants additional $700 for postage costs

July 12 - Marson mouth about deadbeats and the water bills-
- PD camera system for squad car coming.
(note- Stewart eyeballing Kris entire meeting, and son TJ asked WHY)

August. 16 - Marson and Lein again complaints vs Talford Family- trespassing now
- Board of Appeals tabled- Rick gave letter of interest
- Bowling Alley fees increased by clerk- Jodi Pulk
- Marson complaint about grass in front of his home- not good enough

17 - letter of intent to sue the village board by Marson, Lein, Radtke if village
does not do something with the Talford Family.

September. 13 - Board officially removes “unless good faith applies” from ordinance
- Shaw Ave. paving cost increased 5-10K due to no base
- Art contest for UFO days- created by Jodi P.
- Board of Appeals seat filled by Stewart- Dave Pulk- clerks husband
conflict of interest when member on board- letter sent to board on conflict
21 - Closed session police committee meeting in regards to the Talford- Marson,
Lein, Radtke complaint

October. 11 - Zoning Board of Appeals seat not filled yet-tabled
- Cenex mill denied burning at site

23 - Police committee meeting-Marson, Lein , and Radtke again in the meeting
when we entered and they where speaking. when I spoke, I was snapped at by
Bob W. and he told me I was lucky to even be allowed to speak, yet they where
talking with the other three without any trouble at all. Marson called us a
cancer spreading through the community, and stated we where like the
broken window affect.

November. 8 - Zoning Board of Appeals- Rick the only one out-
- Sign replacement spoke over with Neil Boltic
- Talford’s brought up a skate park idea for the teens at the butternut park
Bob W. stated that by donations only, we don’t do anything with that.
- Pabst house denied burning the rest down by FD
- Kris spoke over safety issues at the Pabst house site

22- Personnel and Finance committee meeting- Bob W. and Marilyn Galoff
got nasty as ever with Bob R. over budget issues, they even told Bob to
shut up, because they had been here longer than him. The room got really
tense and they even walked out without adjourning the meeting.

Dec. 1 - Bob Rupakus started the meeting, by calling Bob W. and Marilyn G. both
unethical in trying to pass a non approved budget. They changed the papers
from when they held the meeting to when they brought it to the board.
- Ban against outdoor wood furnaces was created due to citizen complaint
- Kris asked about the budget issues, and Bob stated that was democracy
- Rick asked about the PD storage garage not having heat w/ squad equip.
being stored in there- 400.00 bill cut out of budget-
- Village office getting all new equip. by clerks request
- DNR letter states no burning of Cenex site, yet is burning a second day in a row
- Woodman St. projects costs will be near 200,000.00 in research.


2005
January. 10- Skate Park idea from the Talford’s tabled again
- Rick brought up the safety issue at the Pabst house site
- Shaw and Butternut paving projects- force owners to pay for new piping

25- Woodman St. repairs put off another year
- Ordinance creation to force all paving jobs to have piping redone at owners
cost set as the new rule for all paving projects in the village

February. 14-- Argus editor at meeting to request police report for paper
- Ordinance 9-1-44 new water shut off policy for delinquent water bills
- Skate Park idea out- too costly says Bob W.
- PD hired Robbie Jaeger
- Personnel and Finance Committee meeting- Bowling alley wages increased

March. 2-- Graham Day Care idea for employees brought up
- Parade entrance fee’s increased to 25.00 float- 50 political

14-- UFO Days fireworks donation increased to 1,000.00
Kevin K. wants citations for those who do not shovel quick enough
Bob W. wants Pabst house to be given to school for homecoming bonfire

April. 11--Bill now wants municipal court for Elmwood- keep business here

15- Susan D- we only have money left for the industrial areas

19- 2nd Village board meeting-
- Shrag fire in yard w/ building materials- Bob R. says only campfire-lie
Kevin K. states Talford’s are reason for school lockdown
Bob R. states Talford’s just look for trouble
Requested PD report by Tom Bauer for actions
Mark F. agreed that they did wrong in meeting

25- Graham project being held up- owners not happy with board

May 9- Ordinance 13-1-142 fences was re done to not allow fences as boundary marker
- PD - Bauer gives two week notice- not happy with board control
- Water read meters to cost village 50,000.00 for 375 units
- Pabst house idea- tear down and charge 6,000.00 against owners
- Village shop roof repair needed- 8,000.00

June 13- Main St. bar liquor license request denied by board- attorney also present
- 6 lots in industrial park now owned by village
- Graham project lost due to glitch in paperwork stated by Bob R.
- Ban against any rental of tables and chairs to community
- Public Input cut to only one session at meeting start

July 11- Clerk took away community club button sales- community club not happy
- Alex Rockwell hired as new Police Chief
- Kris spoke with Jodi on artwork wanted for UFO Days- Kris won contest
prize money given to her for all the extra work done for Jodi

August. 15 -- Delorse R. asked why Graham lost- Bob R. stated they did not like the
wording in the contract or something.
- Ordinance 7-1-20 number of pets owned by residents set at 2 dogs/cats
- Trailer court eviction began for Woodman St. trailers

September. 12-- Trailer court Rep. came to meeting asking questions
Susan told them Oct. 1, 2006 everyone has to be out
Susan then stated to the Rep. she did not like the umbrance being used
Rep. asked for board to reconsider- Sue stated NO
Bob W. stated that no one can re rent them either, like someone already did
(note- Pam M. son was the one who rented the trailer)
Susan then stated they where told by the Attorney, they only needed to
give the residents 60 days notice- adding the sewer is a problem as well
Bob W. then said that it is a slum out there
(this makes the village board, slum lords)
Rep. again asked for another month for people to come talk to the board
Susan said-NO
- Ordinance 13-1-142 now states no fences within 3 feet of property line-
- Complaint procedure for village residents must be in writing
- Clerk now says the meeting minutes have been changed- saving
$250.00 month- yet she just requested an additional 700.00 for costs


October. 10 -- Shaw paving project costing added 5,000.00 again- totaling 15K above est.
- Zoning board of appeals tabled another month- lack of members the reason
Kevin said he would nominate- Bill Stewart, Delorse Radtke, and Barry Shrag
(note- no letters of interest received- just his decision for filling seats)
- Library apron going to cost 7,000.00
- Bev and Al Harper letter rec’d- applaud ban on tables and chairs donated

November. 14 -- Employee raises 2.5%, Tax Levy = 2.83%
- Jodi P. wages increased to old clerks pay when retired- employed now 2 yrs
- R. Talford asked about tax levy- co. only 2-3%, but Elmwood 34%-Why
told because of all the projects in planning to be done
- Kris Talford asked about more pooper scooper law signs to be posted
Kevin stated that he did not know there was a law for it.
- Shaw Ave. possible soft spot in street- may need to dig up to repair
- Trapping Ordinance looked at- no harm to any animals period now-
- Zoning board of appeals seating- Delorse, Donna, and Barry selected
Rick was the only one present at meeting
- Kevin K. brought up a fire truck repair needed and Bob W. started
complaining that they can not even get out of the fire hall w/n 20
minutes. he ridiculed the FD 3-4 times in a minute or so.

- Budget increases seen -- Village Board= 5,000.00, Clerks = 11,000.00
Treasurer (also clerk) = 3,000.00, Police Dept. = 11,000.00,
Auditorium = 4,000.00, Election = 6,000.00, Library = 21,000.00
(library was to be self sufficient- that was clear for them to get new building)

December. 12 -- Sailors came to the board and gave them an ultimadum to get him a new
building or location for one, or he would be considering leaving the town.
- Habitat for Humanity came in for the donation of a lot in the trailer court
for them to build on the old dump.
- Humane Society came in to get help with saving the county animal shelter
board members where far from helping-
- miss Elmwood donation to attend winter carnival- 100.00 of 375.00 needed
- Barry Shrag came in for small business committee being formed- Bob W.
Bob R. and Mike Sand became members to the committee
- Library now received 90,000.00 donation


2006
January. 9 -- excessive complaint policy created against the Talford Family
(Intentionally due to threat by Bob R. on Dec. 29th, 05)
- Ordinance 2-11-8 disorderly conduct changed to include phone and email
use with profane or lude comments
- Bob R. wanted to allow ATV use after snowfalls- Attorney present said no
you cannot relax the state law- Bob then stated that there is the letter of the
law, there is the spirit of the law, but is there any discretion of the law?
attorney again told him they could not modify the state laws.
(BOB has a real problem with what law means)
- Police Report fees changed again- was 5.00 for first five pages, then 1.00
now it will be 1.00 for the first page, and .25 per page there after
( I brought this up- do to many different costs being charged to me)
- Jodi spoke about the office desks and cabinets that are being done by
Jake Tupper
- John Marson brought up the animal control issue again, stating to just kill them
he and the board laughed, until the PCH reporter said, that is not funny, they
have rights, you cannot just kill them- the room changed just that quick.
(while leaving , Marson blocked the doorway, attempting to intimidate the
reporter. he did the same with Rick Talford while he was leaving the building.)
(also- I stopped into the office and requested a copy of the policy created, and
Delorse R. was in there complaining to Jodi that they should not have ran the
police committee meeting early, and Jodi agreed.)

February. 13 -- meeting was cancelled, due to lack of board members- 20th new date
- Quarry blasting was a big issue- Marion Yauch, Delorse R. both where
in complaining about the blasts, and the fact they had someone check and
they found damages from the blasting. Rick Talford added, that since the
quarry stopped allowing the residents use at the site, they have not been
placing the meters out on Shaw Ave. anymore, and that was agreed to, by
Delorse R.. Jodi stated that she has been making a list, and giving that to the
quarry.
- Susan D. spoke about the complaint policy they created, and added that the
quarry complaints have merit.
- Ordinance 11-2-9 tobacco on school property 100% banned
- Kris Talford asked about where the fire alarms for the auditorium building are
located and she was given a vague reply.
(note- all members of the board where sitting in new swivel chairs.)

March. 20 -- Quarry blasting update by Bob R.- he states they told him they where only
using 1/3 of the state allowance, and the buildings would have to move 5 inches
before any damages would occur. He then added, I believe that they are doing
damage to homes in the community
- Deb Helmer and Brenda Kado gave a donation of nearly 3,000.00 to the village
and also gave them the remaining 40 books from the centennial celebration
. They also stated they wanted to create a committee and do a display of history
of Elmwood in the Auditorium, Bob R. immediately stated that he would chair
that committee.
- Bob W. then spoke about the trail idea between spring valley and Elmwood
and he also requested the board set aside money for the project, 2,800.00 to
start with was granted.
- PD has a new officer- Aaron Hanson

April. 10 -- Tiffany Tavern wants to have a bean bag competition and also requested to
close HWY 72 for them. this would be at UFO Days.
- Joint review board seating nominations where given by Kevin K.
Susan D. and Marion Yauch approved
- Jodi now a zoning officer stated by her, for getting the permits for upcoming
projects in the village. (this creates another conflict of interest w/ husband on
the zoning board of appeals)

24--Joint review board meeting- Susan D., Marion Y., Sue B., Toni B., Kirsten S.,
and Jodi P., also Rick and Kris Talford
- Bob R. explained to Marion Y. how they could simply vote to get Mark F. off
the village board. now his plans are starting to get rid of another board member
- Doug Claflin came into the meeting and requested a Variance to pave his
driveway, and Jodi stated they did not have to pay the 75.00 fee she could
waive that.
- Parks committee change also done- Bob W. out and Susan in

May 8-- Woodman St. project now waiting on grants
- Annexation possibilities spoke over
- Planning commission appointment done-= two seats, only one filled Chris N.
- Zoning board of appeals seating- also 2 seats open, and they only filled one
Barb G.--Talford out for third time--
- Lone Rock Kennel agreement- 10 dog, 5 cat
- Park plans now for old dump site--also Park naming contest spoke over, with
Kevin and Jodi already having names selected- veteran park and ufo park.

23- Personnel and Finance committee meeting without giving a 24 hour notice
to public- Kevin K. did not know and was pissed when he found out. Jodi called
it a clerical error.

June 12-- Bob R. went into the bars after closing hours to give citations to them, with the
female officer in the village. this violated the ride along policy, and was a set up
against the new bar owner. He then continued to slander the new owner stating
that they needed to spell things out for him. Longbranch

July 10 -- Jodi made a clear statement that she would never go to the trailer court on
Woodman, because she was scared to go there.
- Mark F. asked how many homes where for sale in Elmwood= answer 28
- Susan D. requested that the board give her permission to hire a new chief for
45,000.00 a year, stating they had to do this, to get someone. She stated that
she had spoke to some people already, and even cut a few over their phone
interview. I have done this 4 times she stated. We need the authority to pay
Alex Rockwell resigned. (note- 3 closed session meeting occurred)

August. 13-- Dick Tiffany came to the board to complain about the female officer that got on
him about the sign he had hanging in front of his bar, that was not proper at all.
he then complained about it being in the newspaper. He added that he was told
she was fired, and wanted to know why she was still around. He then asked
where the extra 10,000.00 was coming from for the new chief. Susan told him
that it was in the budget, and the female officer was not fired.
Bob R. stated that he agreed with Dick, and they could of dealt with the sign
more one on one with him.
- Jodi stated that Aaron quit the PD on Aug. 1st, and John Beyer quit on the
13th. we only have Robbie and Jessica left.
- Susan then stated the interviews for a new chief where being dealt with. She
got rid of two of them right away, stating they wanted nothing to do with the
dissention they had before while being part time in Elmwood prior. She then
went on to saying, we would not have considered many of these candidates,
they did not want to deal with the school, and one guy stated a push off attitude
for the community. This left us with only 1 applicant left, Adam Meyers. A
- A citizen spoke up in regards to the bias used by the officers in Elmwood, and
the ranking of being considered the worst place in the state, besides Durand, he
said. The 98’ bike rally, it was well known to stay away from Elmwood.
- Bob R. then stated that the new chief had to live in the community, by rule.
he then added that we could only be so lucky as to get someone like Jodi
- Barry S. came into the board with a request for the village to help with the
small business marketing and donate 1,000.00 to help the cause- they denied
that right away.
- The Woodman St. project grants failed, so the project will be held off
- Jodi brought up the employees holiday schedule- Bob R. stated that they
did not need to be going over that, and Jodi replied that she wants to get hers-
Bob R. then stated that all he hears is that the employees are unhappy. a
motion to accept her package request was made, and Bob R. voted against it.

September. 11 -- Public Works committee met and Mark F. was removed from the committee
and Susan D. was put in his place. This was the first step in removing Mark
from the Village Board.
- Bowling alley fees increased
- Bob R. then asked if the change in the public works committee was also
going to be done with the parks committee as well- removing Mark F.

29--Police Committee meeting w/ new Chief Adam Meyers- start date was 8-28
Bob R. gave an apology for not meeting with Adam Sooner
Bob W. and Rick & Kris Talford also present at the meeting
Adam explained that he has already started soliciting for items he felt
might be of good use for the PD. Also informed Bob R. that Jessica was
leaving to go to North Hudson.
- Bob R. told Adam that his closest thing to a supervisor is Jodi Pulk-clerk
He also told Adam to continue the monthly projects like ordinance awareness
- Rick Talford spoke on a traffic problem w/ speeding be regular on Public Ave
- Bob R. then told Adam that it was his philosophy to give written warnings first.
- He stated that this is a political situation, and He needed to keep that
in mind. He then told Adam that he needed to have a cell phone on him at all
times, for Jodi to contact him when ever needed. He added, that she does not
want to call the Co. to get a hold of him.
- Then bob started on the newspaper issues he has, stating that he noticed many
errors, typo’s. .etc. in the paper and wanted to know why--Adam stated that he
did not do the report to the paper, that was completed by Robbie Jaeger, for
the entire month of Aug. Adam stated that he will watch for that anyways.
- Bob R. then told Adam that he needed to keep the part time employees to
600 hrs or less per year.
- Bob R. then went back to the speeders issue, and again told Adam that he
should only give warnings on the first stop, this is small town politics he
stated, and people parking the wrong way, they do that here.
(this ended the meeting, but it was noticeable that Bob attempted to give his
directives to Adam just that quick.)

October. 9 -- Mark Fredrickson resigned from the Village Board due to the actions that where
started by Bob R. in the past month. Removing him from the committees he was on.
- Doug Claflin was placed into the open seat on the Board, instantly, without any
public notice given
- Woodman St. will now be totally reconstructed. This was the reason for
evicting all those who lived there, was the cost to repair things was stated to
be too much, and now that everyone is gone, they are repairing everything.
- Hail damages from a recent storm, will be dealt with after we find out how
much the insurance co. is willing to pay. we will get three bid est. told by Sue D.

Oct. 25 --- Public Works committee meeting- no 24 hr notice given to meeting

27--- Personnel and Finance committee meeting--again no 24 hr notice

November. 13 -- meeting cancelled due to not enough board members- 15th new date
- Public Input was a happy parent seeing the Chief in the paper, getting
involved with the school. Happy to see the coop happening-
- Village getting a 96,000.00 loan for treatment plant repairs.
Jodi states that we cannot keep continuing to operate w/ the current funds
we are receiving.
- Riverwood Paving Project costing an additional 5,000.00 than estimated.
- Shaw Ave, paving project has gone 3,000.00 over estimates also, due to lack
of research on the street before tearing it up. The blame for this went against
the board, by the engineer. They stated that the west end of the street was torn
back up, and the soft spot was repaired. This never happened, I watched the
street repairs.
- The engineer then stated that the sewer pipes on Woodman are not adequate
for the needs.
- Ammonia Limits are too high from the treatment plant into the river, so the
Village will now need to do testing of the PH and water Temp. for the next
year, as well as try to repair the problem causing the high levels. The treatment
plant is becoming unfixable stated the engineer.
- Susan Dzubay stated the Personnel and Finance committee met three times,
and they have come to the conclusion that there is no money left.

December. 4 --- Budget hearing was the first thing dealt with, and Jodi P. was the main speaker
for it. There is a need for us to increase the tax levy this year by 7%, and we
also need to raise the sewer and water rates another 18% to pay for the interest
on the loans we have taken out. The increase will only pay the interest of the
loan, she stated again.
- Susan D. stated that all the part time employees have been cut as well.
- Rick Talford asked about how they continue to spend on the things they want,
but are not getting the things that the village needs to be dealt with. The
response by Kevin was that the businesses are growing, and the citizens should
accept that.
- Dick Tiffany then made comment on his belief that Elmwood should not even
have cops, they are nothing but trouble.
- Woodman will now have to have soil boring tests done to determine the
location of the dump site underground. a house sank in the location, so they
just tore it down, and a second house a block away has been leaning. (Scott St.)

- Public Works committee met, and they are wanting to replace the village truck
This will cost approx. 17,000.00 with 3,000.00 for trade in. The truck has been
nickel and diming them, Jodi stated. Bob W. backed doing this immediately,
but denied the FD any help for getting the Fire Truck repair done.
- An additional 800.00 a year will be needed for keeping the radio read meters
unit updated. This was approved also.
- Bob W. then gave the board an idea for creating more revenue. He stated that
they could start logging out the Butternut Park.

(note- A Personnel and Finance committee meeting was held again, without any
24 hour notice to the community.)


2007
January. 8 --- Rick Talford asked the board to allow the Police Committee
Bob R. replied that unless they know what the reasons are, you may or may
not be allowed a meeting.
Bob W. then replied that if I wanted a meeting, then I was going to have to
pay for it.
- Tax interception program has been started by Jodi P. stating this is just another
option I have to get money. (The interception was started in Jan. Yet the
notification to the public was not done until Feb.)
- The comprehensive Plan Committee that was to be formed prior to Dec. still
has not been completed, and Jodi states that is was human error that it was not
on the agenda the past two months to be completed.

February. 12 -- Bill Quinn came in to the meeting to inform the board that he is considering
closing the dealership in Elmwood, due to cost and low sales. He could be
looking at about 6 months to review his thought.

28 --Police Committee meeting- Bob R. states he is disliking the newspaper reports
that are being published. “Too Much” he states.
(the meeting was to be closed, but the Argus Editor and the Pierce Co. Herald
Editor and Writer all attended the meeting, so they had to keep part of the
meeting open to start.)
Al Schmidt spoke, telling the board that the Police reports are public record.
Bob R. replied that they are nothing but a gossip column. there is Too Much info.
Bob W. then stated that he did not see any problems.
Paul Seeling then spoke, stating the open records and safety support by the
chief are important and that gives the community the right to know.
Bob R. replied “we don’t say that you can’t review the records”
Paul S. then said that you have to ensure the people are made aware of their
rights, and I feel the EPD has used his space in the paper wisely, even adding
ordinance reminders.
Bob R. then responded that it does not shed a good light on Elmwood, I do
not think that is good.
Doug C. added that he has been harassed about the dummy being used.
Bob R. then continued, stating I want to review the information before it goes
to publication. I do not want to see that stuff, I personally do not want it.
Chief Meyers then stated that he has been creating case numbers for all cases,
and that is something that was not being done before, when there where four
or five officers working here.
Bob R. stated to Adam, You remember that email thing, it came up again. I
want to review all publications prior to them going to the paper is my vote.
Bob W. then stated that there are bigger problems out there, like Bloomer has.
Paul S. added that Woodville has had their own trouble also.
Chief Meyers replied that the papers could come in and get the information
themselves also.
Bob R. replied again by stating I do not want any % used. Bad info. should not
be published. Your position is public relations. I will write down that this was
a meeting for discussion over misc. issues. he then looked at Adam and said,
your a smart guy, do not get into that crap. This is a Dept. Documented Complaint.
(Bob changed his info. from discussion over a misc. info. to Chief
discretionary errors by the time it made it to the board)
Personnel and Finance committee meeting- Jodi stated that she was reviewing
the health ins. policies, and she wants to have something in writing on the
deductible.
(the meeting then went into closed session with Bob W., Bob R., Pam M.,
Susan D., Jodi P all staying in the meeting. The Chief was then called into the
meeting after Kris and I left, as well as Dick Tiffany who sat at the table with
all the board members.)

March. 12 -- Woodman St. project must do methane testing now stated.
- Sewer rate increase of 18% was brought up
- Committee and Board reports- Bob R. stated we had a meeting on the 12th
Jodi said, no you didn’t
Bob then stated oh yeah, it was the 28th, and it was for the Police and
Personnel meeting (note- there is no such committee)

April. 11 -- Kris Talford asked about all the broken bottles being left on the streets by the
bars, and stated it was nothing against the bars, but the mess is dangerous for
the young kids downtown.
Kevin K. replied by stating that someone has to be caught doing it.

16-- Public works committee- water testing is still failing and continuing to be done.
statement was made, that if the Nelson Dev. and the Assisted Living Home fill
up, then our Treatment center that has been done will be at it’s maximum
operating limits. Thus not allowing anymore building.

19 -- Closed Personnel and Finance committee meeting- Bob R. and Jodi P. created
a story and called the County Law against Rick Talford being in the lobby of
the building, waiting for the meeting to end, for information

21-- Parks Committee discussed having Neil Boltic start creating signs for the
parks. Banners for Downtown and possibly park directional signs for
throughout town.

24 --Police and Personnel committee meeting- (again, no such committee)
Closed session with a quorum of the board, and they did not follow procedure
for closed session meetings.

Personnel and Finance committee meeting- (meeting late due to Bob R. late)
Partridge work out for another year. cost approx. 390K, w/ 60K grants avail.
Rick and Kris asked if those $ could be used for the Parks
Bill S. stated good idea, but no, they are only for the Partridge area

May 2--- Bob R. and Jodi Pulk file Restraining Order against Rick Talford

11-- Village Board members sit in court for R. O. case vs Talford attempted to get
order for entire village board, but only rec’d one for Jodi P. with lies on the stand.

14-- Committee appointment and re seating not read out to public, stating anyone
wants to know, they can come in and get a copy and pay for it.
- Citizen committee appointment procedure- Susan D. stated that they do not
legally have to accept any letters of interest for the committee seating they do,
so they are removing that from being done. the committee appointments will
be done by the village president for now on. (this takes away the citizens way
of stating there interest in positions. the president just picking does not mean
the committees are being set fairly.)
- Comprehensive Plan Committee Appointment- Sandra Weix and Marge
Rovele selected by Stewart
- Letter of support for the spring valley to Elmwood Trail- Jodi P. states that
she wants 1,000.00 for her to go to the meetings for the village, this was
approved right away.

June 18 -- Public Input, Rick Talford asked what the Restraining Order had to do with the
Public, the appeal is not public information.
Bill S. replied that when we get to it, we’ll let you know.
- Ammonia limits still too high
(note- I requested a police report against the board for their actions on the
appeal info. and the Chief refused, a Police report was completed though with
the Co.)

August, 13 -- nursing Home Appointment was done by the president- Phil Dzubay and Deb
Feiler where put in the seats.
- Kris T. told the board of her photo of this years UFO Days parade that received
a pink ribbon at the county fair. They could care less.

September. 11 -- Rick Talford asked the board why the Chief was told to ignore those violating
the Ordinance against killing of animals in the village. The use of Mole Kill
Stakes is harm to animals, which the ordinance is against doing.
Bill S. replied they would look into it. Put it on next months agenda.
Bob R. replied, I admit I use mousetraps at my home.
- Rick then asked why the Police Chief has been banned from speaking to the
media, without prior authorization from the police committee
Bob R. said, there is information that we do not want released.
Bill S. then said that it was like any other employee, they need ok from their
employer first.
- Kris T. then asked how many parks are in the community, and why they are
locked up.
Susan D. replied . stating that there are four, and the unfinished ones will stay
locked until funds are available to bring them up to date.
Bill S. added that there are no waist facilities out there.
- Woodman St. projects- the rock used for the street repair was not correct and
there will be funds re collected on that error. Also the work on the upper part
will need to be closed each night, and not left open as it has been so far.
- Mobile Home park lot prices where set- 12K for one and 17K for the other.
this will also have 9.75 per foot charge for curb and gutter, as well as cost for
sewer now at 2,400.00 connection pending any change in that rate.

26 -- Woodman Project issues- not being done on time was stated by Pam M.,
Angela P. stated they would have to look into that.

October. 8 -- Kris Talford spoke to the board and gave them info. on their son Kenneth who
has been selected to be an ambassador of the US and is going to Europe next
summer, with some help with tuition costs of 9K
Bill S. replied- good luck (as if to say, don’t let the door hit you on the way out)
then he asked if that was our son Kevin, knowing our family for over ten years.
Kris replied, no it is Kenneth, our oldest son.
- questions then started being asked about the Chief being replaced-
Bill S. denied the statement and stated that no one has spoke to anyone.
Kris T. stated that the Clerk stated Robbie Jaeger is replacing him
Bill S. then replied, no one has spoke to you Robbie, have they
Robbie Jaeger was present, and stated no
(yet he was in court for Elmwood the same morning)
Doug C. then stated that there was no squad car for anyone anyways.
(this also a lie, the Co. squad was already gotten and is in the village police garage)
- Mole Trap use was brought up, with Susan D. stating the moles are considered
vermin, so harming them is not wrong. She stated they should just ignore the
ordinance and allow the use of Kill Stakes. this was agreed to by Bill S. also
- Creation of a Police Commission to investigate Adam Meyers-
Jodi P. stated that We need to protect our employees

Letter to Editor by Elmwood Citizen-complete

LTE to the Pierce County Herald from Nicole Baker, Elmwood Citizen 10-7-2007

(note: everything in Bold print was taken out of her letter by the Herald, before printing)

Once again the Village of Elmwood is having a problem with its' police department, apparently we have suspended our police chief- our only officer. I don't know about anyone else, but for me this is getting really old. We have had 4 or 5 Police Chiefs' in the last nine years. We can't seem to keep anyone around here for any length of time. And what's worse, I don't see how we are ever going to get anyone who can stand to be here very long.
It doesn't seem to matter what kind of person is hired, what their background is, or what their goals for our towns safety are. They all start out saying how they are looking forward to working here, how much they love a small town, and what a great place it is to live, and then before you know it they disappear.

It's time for our board to realize that we aren't having a problem with the hire-ees- the problem is our hire-ers.
Being the only police officer in a small town can never be an easy task. Not many people would relish being the only person taking all the flack in town. But there are rare people who are willing to give it a try. People who believe what my husband and I believe:That we can keep the good things about a small town and get rid of all the old garbage. That we should be neighbors, friends and families working together for a good community. That we should look out for each other, and keep our town a safe and happy place to raise a family.We don't all have to be best friends and we don't always have to agree, but we do need to be honest about what we want. Well here's what I want.I want my children, my home and my friends safe. I want to know that crimes are investigated. I want to know that my privacy is protected. I want to know that no one is above the law. I want to know that people are treated fairly and equally. I actually want to know that if I am caught speeding in town I might get a ticket-- or I could just get a warning- but I never want to think that I have the right to break the law because of who I am or who I know. And I expect that my husband, my friends, my children and my neighbors should be treated the same way. For this to happen, I want our town to have a police chief.
I do not understand what exactly the people that I voted for want, but it does not seem to be these things. You cannot hire someone to protect your most valuable possessions and then complain about them doing it. You cannot undermine every bit of authority that a person has and be upset when things don't look pretty in the newspaper. You cannot ridicule and disrespect someone in front of the entire town, and then punish him because half of the town has no faith in him. You cannot hire someone to uphold the law and expect him to bend it at your will.Whether we keep Chief Meyers or hire someone else, our board needs to accept the fact that they are what send officers running from this town. It is their job to hire someone to look after this community.
That person needs to work with the towns' people and be allowed to be a member of our community. That person needs to be someone our children can trust and respect. That person needs to be able to follow the law and not have to defend himself for it. And, most important, that person needs to be able to tell our board members that some things are just none of their business. And our board need to respect and accept that.


As you can see, the paper removed a lot of her writing. Many meaningful statements where taken away from the letter, so I wanted to place this into the blog for people to be able to read the whole story, not just what the paper felt like printing. They do have a policy that you can only send a Letter that is 300 words or less, or they can simply take out what they want to. So anyone that is going to write the paper, make sure your letters are 300 words or less. This can differ from paper to paper also.

Elmwood Village Board Meeting 10-8-2007

10-8-2007
Village Auditorium Dining Hall @ 7 PM
Present- Full Board, w/ Bob Rupakus via phone (also Angela Popenhaugen)
Public Attendance- Mr. & Mrs. Yauch, Mr. & Mrs. Boltic, Mr. & Mrs. Baker, Mr. & Mrs. Evanson, Mr.& Mrs. Talford, Pierce Co. Herald writer Sari Gordon, Elmwood Argus Editor Paul Seeling, Mrs. Galoff, Mathew Marose, Steve Repp, Molly Hines, Robbie Jaeger
(note: others attended that I either did not know, or who may not have been seen, due to lack of seating for everyone. some people may have come and left without being seen in the hallway)
Agenda-
Approval of the Minutes-
Susan Dzubay made the motion to accept the minutes from the Sept. 10th, and Sept. 26th.
Doug Claflin gave the second on the motion
Public Input-
Kris Talford gave information to the Board on her son, Kenneth Talford who has been selected to become an ambassador for People to People Ambassador Program. He has the opportunity to go to Europe next summer for 24 days, and He is looking for Sponsorship and/or donations to help him attend this once in a lifetime event. His costs for tuition will be near $9,000.00 and he will earn school credits for this also. Kris gave a copy of the letter to President Bill Stewart .
Bill responded by saying "Good Luck, 9,000 is a lot of money" then he asked if Kevin was our son?
Kris replied his name is Kenneth, and Yes he is our oldest son.
Bill then asked if there was any other public input.
Mr. Evanson then asked the board when South Woodman was going to get finished?
Angela responded, and stated that there was final grading and blending needed to be completed, and hopefully that would be in the next couple of weeks. She also stated that the trees to be planted where on a punch list.
Mr. Evanson then told the board that the water coming down Woodman, now runs right into his driveway out into his yard, still flooding everything. He stated the water from 72 also comes into the yard. He explained the heavy rain we are receiving has not been a help, but the project was suppose to look at that as a possibility.
Angela told him, "That's how it has to work"
Mr. Evanson then asked "well how about my driveway?"
Angela then said that they would have to address that, and we could look into digging a ditch along 72. The inspector is going to be here this week she also added.
Mr. Evanson then asked about the purpose of the project to begin with. He said, I believe it was to collect all the water and get rid of it, and it is not doing that right now.
Bill Stewart then stated that he would like to see this addressed.
Mr. Evanson then added that his land and the Halvorsons' yard are being flooded and that was not the problem before the project. He also added that they have not been able to plant the trees, due to the flooding is right at the point of where they would be planting.
Bill again stated that they would have to address that.
Mathew Marose then spoke to the Board, asking about the situation concerning our Chief of Police Adam Meyers. He explained his view of the case, and said that they need to be looking at all his successes and not his failures in coming up with their decision with Adam. "He was hired on his credentials, and I think it would be sad to see him gotten rid of. He is not a puppet on a string, but he is the Law. I ask the board to judge things fairly"
Bill then replied " this is the plan"
Mr. Evanson then spoke up, and asked if there really was any reason for Elmwood to have a cop at all?
Molly Hines then spoke up to this, and asked the Board "Who is to blame when a child is hit by a car, who is going to come, Who is on call, is it going to be you at 2 am, or you, What about an abduction, what are we suppose to do, call Dunn Co. or call Pierce Co. We need a Chief here, and I believe it is a shame that he is not on the streets right now. There are people driving 45-50 mph in the school zones and nobody to do anything about it. Why is he not here? I would ask anyone here that believes that they are perfect to stand up right now. Adam is a good cop"
Sari Gordon then asked for the peoples names for the newspaper. Mathew and Molly gave her their names.
Bill then said that he wanted to clarify one thing. Adam has not been fired, he is on suspension.
Molly then asked about a rumor that is running around town. Is it true that the Chief is already being looked at for replacement?
Kris Talford then spoke up, and stated that we where told today, that Robbie Jaeger was taking over.
Molly then asked the board directly, has anyone spoke to Robbie Jaeger?
Bill replied, Yes I spoke to Robbie, and if the worst case scenario happened, then we would have to go through the hiring procedures again. Bill then looked back into the hallway where Robbie was located, and asked him, has any board member spoke to you on this?
Robbie replied, NO
Bill then said, GOOD. he has only been suspended pending review.
Doug Claflin the spoke, stating that there was no squad car around anyways for Adam to use.
Molly then asked if the hearing was going to be public or closed to the public.
Bill then said " Humor me, it is farther down the agenda. we can discuss it then."
(note: this was the end of the first round of questions and statements regarding Chief Meyers)
American Legion-Permission for plaque on Auditorium--
Mrs. Galoff requested the right to replace a brass plaque that was on the front of the auditorium building that disappeared some 7-8 years ago. She explained that the new one would be a brass look alike, but it would not be brass. We also would like to get and keep a storage container here at the auditorium for anyone to recycle their old flags.
Susan made the motion to approve the request and the second was done, but I did not catch who gave it.
Mole Traps--
(note: last month I asked the board why they gave the directive to the Chief to stop enforcing the ordinance on trapping and killing animals within the village. The use of mole traps is only to kill the animals, and that is against the ordinance all together. no harm to any animal is the ordinance. I spoke with 5 other communities and a city to get their side of this type of ordinance, and they all stated the same thing---follow the ordinance in place, that is why it was made an ordinance)
Susan Dzubay spoke on this, stating that she was on the board when this ordinance was changed in 2005. She added that it was a dog that got caught in a leg trap, so they went over the ordinance to make sure it would protect them. She then stated that people used them last summer, and their where no complaints. She then went on to state, Moles are considered Vermin. So it is not considered to be cruel or unusual to kill them. There are two sides of any law, one is the letter of the law, and the other is the intent of the law. We passed the ordinance to protect the kids and older adults that could be harmed by traps. I believe that if the owners are going to take the liability themselves on this, then they should be allowed to use them. She went on to add, we use mouse traps in our garage, so I guess if someone wanted to come and see them, they could say we are violating the ordinance. I say we allow the use.
Bill then said " I agree with Sue, if someones dog got caught in it, I see no problem"
(note: no motion was taken, but they agreed to not follow the ordinance that was created to deny any use of traps that kill and or harm animals inside the village limits. This is showing that they agree to bend rules to allow certain citizens to continue doing things against the ordinances of the town. The ordinance was being upheld by the Chief, until he was told to stop enforcing it by the village board)
Elmwood Rod and Gun Picnic License--
The white tail deer banquet is coming up, and the rod and gun club is requesting a picnic license to serve alcohol in the auditorium upstairs.

Tif #5 - Schoeder Assisted Living Complex--
Jodi Pulk, Clerk stated that there would be no need for this to be looked at.
Resolution 16-2007 Resolution for sidewalk repairs on Wilson and Main St.--
The areas to be worked include, 207 & 213 W. Wilson Ave. as well as 230 S. Main and 104 N. Main St.
Jodi again told the board that Jamie went around and spoke to all the people involved and they agreed to have the special assessment done, so there will be no need for any public hearing on it now.
Bill stated that this was a small amount of work.
Pam Marson made the motion to approve
Doug Claflin gave the second to the motion.
Pay Estimate # 1 Upper Woodman St.--
Angela spoke to the board, stating that the water and sewer on Upper (S) Woodman is completed and hopefully the street construction will be completed soon. The Payment request is for the piping that has been completed. Roughly 59% of the work is complete. They are asking for 50% of the payment.
Susan Dzubay made the motion to pay
Mike Burke gave the second to the motion
Vacate S. Woodman St. from May Ave. to the School Property--
Bill explained that the property owned by Paul and Virginia Smith has been sold to the school, and they have requested that the street not be redone, and they would like to village to vacate this land for them. He then added that it was a small section of street, and that corner will now be more of a curve.
Pam asked if the stop sign would be replaced, due to the kids are always speeding in that area, and there needs to be something there to slow them down. There are a lot of little kids in the area she added.
Jodi then stated that the corner lot will get about 1/4 of the street added to their property, and then the school will get the remainder. The village will need to pay for the utilities in that location still.

Creation of the Police Commission--
Bob Rupakus via the phone spoke- The way this process works is, our forefathers recommend that any changes at the Chief level must only be dealt with through a commission of at least 3 people that are members of the community. The Police Committee unanimously voted to request the creation of such commission to keep or terminate Chief Meyers.
Bill then started asking question to Bob, When did you meet, where all the members present, was the vote unanimous. ( these where all answered already)
Bob then added, with that being said, it is a good idea that the people of the village look into the events that what have been brought to the police committee and give the committee an idea of the next step.
Neil Boltic then asked how the selections would be made. What is the process?
Bob responded, the up most ethics will be needed for this. There can be no influence on either side, and the decision needs to be made based on the information we have. I think he's done a good job
Neil then asked if this would be a temporary seating or would it be a term position. What is the time frame he asked.
Bob then said, there must be a start and end date, and we'll discuss that. The Board must first form the commission.
Susan then added that the board has done this before, and they can consider if they want to just put the Chief on a week suspension with no pay, or say that he is gone, or whatever we come up with. No decisions have been made so far though.
Bill then said "Which is super fair to Adam"
Rick Talford then asked if the board and committee would take into the decisions, as the final say, the investigation results from the Sheriff Dept. on the accident.
Bob then added that this is not over just one issue. we had a meeting sept. 28th and that is when the decision to create this commission came about.
Molly Hines then asked how the commission is going to be formed.
Bill replied, that Jodi and all members of the board have a list of names to look at. The members of the commission will be appointed by the Village Board. we are looking at having five people serve on this commission.
Molly asked if people can be added to the list.
Bob replied, NO
Molly then asked , is that not Bias then?
Doug Claflin responded by saying that they are forced to be fair, due to the chance of suit against them.
Bill then said, this is not a railroad, these are people that have kids and pay taxes in the village. I do not want anyone being bias. I am looking for community respect. I want this fair as fair can be..
Neil Boltic then spoke, stating that he gave input with the school coach issues, and he sees a similar action happening here. stating that the public more or less over ran the board and did not give them a chance to make the decision on there own. I do not want the public to railroad the board on this either.
Bill then added " We got elected to do this for you people, everyone of these people are darn good people"
Bob then spoke up, stating that this was a tough decision, and he liked Adam. he added that there are issues that need to be looked at though.
Neil then stated that he would add his name to the list of names. adding that if you want the gov't to work for you, you need to work with them.
(it was then asked just how many people could be used for the commission)
Bill stated 3 minimum, and we are thinking 5 to be more fair.
Bob then said the more people, the better the chance of fairness.
Jodi then said that the State Statue says that they need to have three at a minimum.
Susan then said, we need people to look at this, so maybe we can even do seven. It is out of our hands now. We don't want pro or cons.
Bill then said the issues where on work performance.
Sari Gordon then asked the board how they will do the selecting.
Bill replied that they can only hope that these people do not have any issues with Adam, and he really does not have any knowledge if any of them do.
Sari then asked Bill how he could even find that out.
Bob then spoke, stating that he wanted to be clear. This is performance based, and there could be monetary things that we could also do.
Molly then asked about the people being selected, and whether they are associated with the board now or in the past, stating that Dennis and Gary where on the board previously.
Bill then said that none of the people actually gave they names for this. The Village Board decides who to select. The facts we know will then be given for them to decide. This will be a public process, unless Adam states he rather it be in closed session.
Jodi then piped up, stating that "We need to protect our Employee's"
(note: I did not know that the Clerk is the boss. She is the employee herself.)
Bill then said that if Adam has an issue with any of the selected people, then they would need to replace the person.
Susan said that most of the people she has spoken to, say NO, they do not want to get involved.
Bill then added that this is like Jury Duty is a sense. I do not want to sound like I am rushing this, but we need to pick the names and make the motion to move on. This looks like we are railroading the Chief and we are not.
Steve Repp spoke to the Board, stating that many of the people that he has spoken with , do not want to get involved.
Bill then said, " we are here to make your decisions for you"
Steve then said, I have 23 years of military service and sometimes it can be a thankless job when things like this happen.
Neil then said, You can't give a cop a blank check though.
Bill then said that it needed to be a speedy process, and the longer it takes, the longer we go with no cop. we have 841 people that want the law enforcement to stay here and not go away.
Bob then added that he did not have bad feelings nor did he want the village to be without a police dept.
Jodi then spoke explaining that the board needed to form the commission, then notice had to be posted, and after 10 days, the commission could begin their investigating. the investigation would need to be completed then within a 30 day period. so between 10-30 days is when everything needs to be accomplished.
(it was stated then that the police committee will recieve the decision from the commission and that decision will then be forwarded to the village board.)
Paul Seeling , from the Elmwood Argus asked when this took place, as to when the Chief was suspended.
Bill told him the meeting was held the 4th, and that was the begining of the suspension.
Paul then asked how long to expect Chief Meyers to be out. About a month?
Bob then stated over the phone that the village board could override the decision of the suspension.
(It was then asked what the village was suppose to do for the next month)
Bob replied that Robbie Jaeger was contacted to do day to day stuff, like attending court for the village. He also stated that contact with the Co. would probably be needed, possible for a car. Also Spring Valley for help with needs here.
Susan Dzubay gave the motion to nominate the following people for the commission- Rick Garfield, Rob Bowen, Neil Boltic, Mandry, Leah, Vanderberg, Hartung, and Sinz and Glampe as alternates.
(note: the complete names will be updated once I receive the confirmation from the village clerk--sorry I did not catch the names completely because they read through them quickly)
Bob gave a second to the nominations, he then stated that it was his understanding that the commissions ruling would be the final say. Adams fate falls on the citizens then.
Sari G. asked how they would inform the citizens of the meetings, when there is no board meeting again in the time frame.
Jodi said that everything would be published. They will be published in the Argus
Bob then said that the commission will need to make the decision on how many meetings they will need for the investigating to be done. It will all be through public hearings.
Susan then asked Bob about the statement that the village board could overturn the suspension, but not tonight she said, because it is not on the agenda.
Molly asked why the committee was allowed to make this type of decision before it evan came to the board.
Bill replied, stating that Adam was given three choices, and he chose the suspension. Evan if the board had the option to override the suspension tonight, I would say that he still would stay under the suspension.
Bob then asked Jodi if they could alter the agenda on the spot, I say we change.......
Jodi cut him off, stating that they could only do that in an emergency.
Kris Talford then stated that she would like to add her name to the list
Bill heard Kris, and told Susan that she wanted to be added to the list, but Susan ignored it all together.
Susan then again made the motion to create the commission

Committee and Board Reports---
Susan Dzubay stated that there will be a Personnel and Finance Committee meeting Thursday at 8 am.
Doug Claflin stated that they did not have any Public Works meetings
Mike Burke stated the Library will meet Tues. the 11th.

Police Commission Nominated Names----Jim Maves, Karen Leehe, Neil Boltic ( I have no doubt he would be good, but he has business relations with Board), Rick Garfield, Rob Bowen ( also on Zoning Board of Appeals for Board), Sandy Hartung, Sharon Vandeberg, Linda Glampe (alternate) and Dennis Sinz (alternate) The Board had a list of 10 names, and here are 8 of those 10. Neil Boltic and Kris Talford gave their names in the meeting as interested individuals, but Kris was totally ignored, except by Bill, who did recognize her when she spoke up to them.
Update #2 -- 10-10-2007
As I was looking through the papers I rec'd from the Clerks Office in regards to the Police Committee Meeting held on the 4th, I noticed that the motions made where as follows, 1- Doug made the motion to suspend Adam Immediatly with pay, pending the commission investigation OR subsequent reversal by the board. 2- Pam made the motion to recommend to the full board to form a commission to consider the dismissal (termination) of Chief Meyers. Now in the village board meeting, the Village President clearly stated that Adam would stay under suspension either way, but they could not make any reversal of the suspension because it was not on the agenda. This is false once again. The motion given to the board was written and I have the exact same copy they do, yet Susan, Jodi, and Bill all disagreed with that fact, stating they could not do anything like that, and only in an emergency could they do it. This is the twisted way that our board has been dealing with the citizens, and I feel the citizens must step up against the way they give the community there information. As Bill stated many times in the board meeting, they do our thinking for us, they are the elected officials that we put in place. I do not believe that any citizen wants to be lied to by any of the elected officials.

Meeting Notice for 10-4-07

Again the Elmwood Police Committee will be meeting behind closed doors tonight at 5 PM at the Village Auditorium. As I have informed everyone in the past, the closed session meeting continue to happen with Bob Rupakus being the Head of the Committee. The acceptable reasons for having closed session meetings are for a very few listed reasons, and the number of meetings that are being kept closed to the public are and should be questioned by the community.

Update--

The meeting tonight was held in the Village Office Private Boardroom again, with Doug Claflin and Bob Rupakus, and I believe Chief Meyers was present. After the meeting ended, the Chief vehicle was gone and I noticed the PD lights where on. I stopped in, but to my surprise, it was Bob and Doug, Rifling through the police dept. cabinets and drawers, using a couple rings of keys. I asked Bob if there was any actions taken tonight, and He replied, the meeting is adjourned. I asked so you wont tell me what actions where taken ? and he replied, NO. So, I guess everyone is suppose to Hail King Rupakus now. Makes me wonder if he has so much power at Polaris as he does here. He doesn't answer to anyone and he does all his work best, behind closed doors. I found it not so funny, that a board member(s) have the right to go into the police dept. and rifle through the police dept.'s things. I guess you learn new things every day. I will be checking other communities to see if this is common procedure for these members to have the ability and right to be snooping in the police dept. without the Chief being present, who know what material they are seeing that is confidential. The Board Meeting is coming up Monday Night, so one and all come to the meeting, and meet your new King. Who knows, maybe they got rid of the Chief because he had an accident. We'll see..


Update---10-5-2007

It is now known that Bob Rupakus and the Police Committee have suspended Chief Meyers pending termination proceedings that will be coming with a New Police Commission that will be started to investigate the accident that Chief Meyers was involved in this past Sunday. The Co. Sheriff Dept. currently has the case under investigation themselves as reported in the Pierce Co. Herald this past week. Public will most likely be informed Monday at the Village Board Meeting held at 7 PM in the Auditorium Dining Hall. A website has also been created to help citizens voice their message of support for the Chief.

Update 10-8-07

The board meeting is tonight, and I rec'd a copy of the committee minutes today from the clerks office. The following is the unofficial motions made in the open session of that meeting. Doug Claflin made the motion to immediately suspend the Chief with pay for the duration of the police commission investigation or subsequent reversal by board action. This was seconded by Pam Marson. Secondly Pam Marson made the Motion to recommend to the full board to form a police commission to consider the dismissal of Police Chief Meyers, seconded by Doug Claflin. They then adjourned, and that is when Bob Rupakus and Doug went into the Police Dept. and where seen by me, looking through the drawers in the PD, as well as looking through the desk of the Chiefs. This was reported to the County Sheriff Dept. under Case no. 07-css22857. I spoke with Bob and he ignored my questions and when asked what action was taken, he said he would not say.
