Elmwood Auto Accident 9-30-07

Today , Chief Adam Meyers was involved in an accident that did some damage to the squad car and Adam. While attempting to catch a speeder leaving town, Adam Meyers began a chase that ended up being short lived. While getting up to speed, Adam's car hydroplaned across a small bridge, putting him into a spin that placed the car sideways hitting as line of four mailboxes that where cemented in place.The accident happened in front of the Josh Kern residents on West Winter Ave. This is a location that has had many stopped speeders in the recent past. It is to my undestanding that Adam was released from the Menomonie Hospital shortly after. Best wishes go out to a quick recovery to Adam.

Update Information

I have the recorded meeting for anyone to see, if they would like to send a confidential email to me, they can receive the recording that way. At this time, the blogger has not made the recording available to all blog users, they are in the testing phase and only the draft blog is using them until all the bugs are out of the programing. I apologize for this inconvenience , but will still get the recording to anyone that would like to see it for themselves. As to the whole town knowing about the recording, I spoke to one person in regards to this, and two others where listening in on the conversation, so they like to run their mouths, and I do know exactly who they where. Both where females and I can bet I know which one ran the mouth. She has been far from polite in the past and had the rotten neighbor of mine as the best man in her wedding. I do know a bit more than you folks give credit for. That's ok, I will continue to do things to protect who I can, until there is no need for it. If that is a problem for some of you, then I would say you need to change the way that you believe life should only be your way.

I had a conversation with the Chief of Police. I let him know how concerned I was, about the info on the blog, and if he as a Law Official had even looked at it. He replied , “No, and I wont”.

I asked him why, he said “Because it’s a blog.” I asked him if he would look at it, he said “No.” I told him that the info on it was privet and personal, and I wanted to know how someone was getting that info. I was worried about my family. Then he stated “ A person could sit across the street and take pictures of the house ,and just sit there staring and there would not be anything we could do.”

I said that was wrong and He said, “ It was the law, and that's how it is.”

I then asked him, now you can’t tell me that if someone were doing this to a Law Officials’ Family that it wouldn't be investigated . He replied, “Yes it would be ,because that is different”
.
I asked how it’s different, and He said “It just is.” Just like when he had people around his house, and Several Law Officers from Dunn and Pierce Co. came there with their shotguns ready.

I stated , but if that happened here , that they wouldn't come here like that. He said “No, but I might come.”

I was getting really upset with him , I told him that I couldn't see why it would be different. He again said “But it is different.”

PSS-- One more bit of information---Bob Rupakus yet again has a closed session police committee meeting scheduled for tonight at 5 PM at the village auditorium--probably to try and get the recordings of the meetings banned, but there is no legal way he can, by state law. We have never had every police committee meeting in closed session until Bob became the head of the committee, if you can, start questioning him on why he feels everything he is in control of, has to be behind closed doors. Maybe it is for Bob and the Gang to go over the Appeal Brief I filed recently. This is still costing the Citizens of Elmwood due to the False Charges and Restraining Order that was received by Jodi Pulk with more False paperwork from the Board. There trumped up charges of Disorderly Conduct failed twice and where thrown out by the Judge. How is ther Order valid when the charges where thrown out as not believable.

note---the meeting held for the police committee was much the same as before-- There was a quorum of the board with 4 members being present--Bob Rupakus, Pam Marson, Susan Dzubay, and Doug Claflin all met behind closed doors from the start again, not having the meeting in a public location for citizens to be able to be part of the begining. As everyone knows , the meeting must start in open session, the information on why the meeting is occurring and if a quorum is present needs to be given, then they can go into closed session. This again was not followed. At 4:50 PM I entered the Village Hall Building and the Village Office was dark and locked, as well as the dining hall where all public meetings are held. The Chief was in his office, so I stepped in a bit and had a chat. He was unaware if he was going to be involved in the meeting. 4:57 I went back into the lobby to see if the dining hall had been opened up for the meeting yet, and it had not. About 5:03 I heard the door for the Village Office being locked from the inside. They had begun the meeting and had it in a private location. I rechecked the dining hall to see if there was any lights on, and there was not. I stepped back into the PD where the Chief was still sitting, and asked him to note, the closed session meeting was not held in a public location, and they knew I was there waiting and still went around the legal process slated by the state. I have been watching all these meetings since 2004, and until recently, these meetings where always open to the public. Now Bob has every Police Committee and nearly every Personnel and Finance Meeting have been going to this closed session. What has to be hid so much? They continue to fail the state steps in closed session meetings, and evan though the information is easily read, they continue to do as they please.

Note: Something new is coming to the site, and that will be the Video Recordings of the Board Meetings will be attached to the blog for you to watch the entire Board meeting without ever leaving home. This is just another way fro me to make sure the correct information is being given to the citizens of Elmwood. This is not abbreviated notes by the clerk or the paper writers, but simply a recording of the meeting. This way it is a little harder for those involved to deny what they say after the fact. It will also give the community a chance to see the way the board treats those that question them, and waste their time as I have heard recently. As the members came into the room, they noticed the camera set up. Bill Stewart even had to move his chair far enough out of view of the camera. You could easily see just how mad he was about anyone recording them. He turned as red as anyone I have ever seen, and just glared at us throughout the meeting. Under the WI Open Meeting Laws, anyone can video record any open meeting., and the board must assist them in being able to do this. Wis stat 19.90


Agenda-

4- Resolution 15-2007- Tax District #5 --

The Ehlers Reps where at the meeting to give the board information and get the board to approve the Project Plan for the Tax District #5. The Rep explained to the board that the Joint Review Committee met a few weeks ago, and the resolution that comes from that meeting was placed in front of each member. He stated that the next step would be for the board approval. He also added that this district will be a mixed district with business and residential areas being involved. 50% of the area will be residential. The creation and value will equal near 540,000.00. He then added that the owners of the assisted living site will be the only ones that will have be responsible for any shortfalls that could or may occur. They will need to be sure they build up to the expectations they are setting. The forms in front of each member are the attorney draft forms, that will need to be finalized yet.


Jodi Pulk- stated "The next Board Meeting will be Oct. 8, 2007"she also stated that the Finance Committee will also need to meet prior to the next board meeting.


Susan Dzubay- agreed


Angela P. - stated that they are waiting for the final access values to be received to get the base vale for the agreement. She then went on to adding the Planning Committee met and Adopted the resolution. We only needed a simple majority vote on that, and anyone in disagreement would need to place that in writing. The Requisite form will be completed and the certificate should be issued in March or April I believe.


Susan D.- Do we need a motion ?

5- Review and Discuss Project Plan--


Bill S.- Any input from anyone on this?


6- Pay Request # 1 Lower Woodman Project #2126


Angela P.- Everything is in the finalizing stages now w/ the tree planting and extra grading along HWY 72 needing to be completed. This pay request will cover about 99% of the list you have.


Susan D.- Does that included the restoration that is still not completed also ? Will 10% be held back to ensure completion of the project ?


Angela P.- The problem that they had out there with the heavy water and flooding in the yards was caused by some silk fence they used to hold back any run off into the drains. Instead it held water back enough to cause the flooding problem. The silk was placed at the entrance of the catch basin.


Bill S.- has that been removed then ?


Angela P.- Yes, the river in the yard should not happen anymore.


Pam Marson- How about recouping cost for them not being done on time. The project was to be completed by the start of school year.


(writers note-- I applaud Pam for having the sense to speak up on the fact that the project had not been completed as under contract. Saving the village costs that no one else was going to say anything about. From a citizens view, Great to see someone using their head for something other than a hat rack.I had wrote up comments in regards to some of the problems with the project that I noticed, and I am glad that at least one person in the meeting was on the same train of thought, or maybe the word got to the members, as I was in the Village Office in the morning, just to hear Delorse and Herb Radtke again in the office complaining about the Talford Yard, and the bitches that he had with the projects. This is far from new that these individuals continue to try and attack anything about us that they can. It was not that long ago, when they threatened lawsuits against us, and she has filed many false police reports against me--seeing naked people !!! I will continue to stand my ground against these acts.)


Angela P.- We could look into that too. I did not bring that information along, and will need to check on that. They where to have the substantial amount of the project completed by the start of school, with the finalizing being completed by Sept. 30th. They are not to that point now. I will need to check on that again she stated. The cost could be liquidated back to the village then. I believe Tim was in touch with them also.


Jodi P.- Yes, he was out there with them.


Susan D.- I noticed that there was a lot of water in that pond also from the heavy rains we had. On Sat. I went by there, and I was surprised at how much there actually was.


Bill S.- Good that someone is watching it. we need a motion then.

Meeting Notice for 9-26-07

There is a special board meeting scheduled for Wed. Sept. 26th at 7 pm in the Elmwood Auditorium in regards to the Tiff 5 information and then there will also be information in regards to the Woodman Project that is still under works. Payment for the partial turn lane is probably wanted. Looking at the lane itself, I do not believe that a Bus is able to get over into it, as was planned. It looks like they forgot to put the rest of the lane in place. The work is still not completed either, the Hannacks driveway landscaping is still not back together and the corner home still does not have any trees replanted. I do believe it was stated that the road and everything would be complete before school started. A little late. South Woodman has been a mess as well, with the residents not being able to get in and out of their own driveways to leave. I see now that Paul C. Smith has no way to get in and out of his property without driving through someone elses yard. So hopefully Paul and his wife are getting everything they may need back in the corner. I did stop by to see if they needed anything, but no one answered. I know the board did have a complaint about the area not being closed up after the crews left, and that has stayed the same also.

PS- note for PG wanting me to start going to the bar to get common sense.....I would rather not get my information from drunks, and if you are reading the blog after drinking, that may be why you cannot comprehend things so well. Also, not for all the readers, but there is definatly a crowd that I rather not associate with in the bars, I see them there daily, RIGHT NEIGHBOR.......Not still seeing naked people giving you shows in their bay windows are you?

Hope to see a few more faces at the board meetings, but I realize this is very short notice, I misheard Jodi at the end of the last board meeting, and she did not print it in her minutes either, but I thought she stated the special meeting was being held Dec. 26th, not Sept. 26.. But both Jodi P. and Sari G. did not mention the meeting in their write ups at all.

The Difference in Reporting a Meeting

This is just a sample of how three people at the same meeting can take in the information and write up what they feel the public would want to know. This is not to make any statements against anyone on how well they do their part, it is just a sample on how they can differ. The following is from the last Board Meeting held on Sept. 10, 2007:



Case and Point- Public Input



Pierce Co. Herald writer Sari Gordon wrote-

Rick Talford of Elmwood voiced concerns during the public input portion of the board meeting about rodent traps and police relations with the media. The board explained the police chief does not communicate with the press without prior board consideration. Kris Talford asked for and received clarification on the number of parks in the village (four). One park does not have formal development plans in place, nor does it have waist facilities and therefore is blocked to vehicle and camping traffic.

The Village Clerks Unapproved Minutes-

Rick Talford asked about the mole traps that kill being used in the village and ordinance 7-1-21.

After a brief discussion President William Stewart asked the Village Clerk to check with other municipalities regarding mole traps and add the item to the October Board Meeting agenda. Mr. Talford then asked why the board was not allowing the Police Chief to do any interviews with the news outlets. A brief exchange ensued with President Stewart explaining that just as in any company the village employees are required to go through their respective committees for approval before publishing an article or granting an interview. Kristina Talford asked how many parks the village has and if camping was allowed in the park along the river. Susan Dzubay responded that the village has four locations designated as park space. At this time only two are complete and when funding is available the other two will be developed. William Stewart stated that Butternut Park has a camp ground that is available for anyone who is interested in camping in Elmwood.

The Elmwood Citizen by Rick A. Talford-
Rick Talford (resident)- asked the Board why the Ordinance on killing animals within the Village Limits was not being upheld anymore. The Chief was once controlling this, but was told to stop. The Ordinance has a zero tolerance for killing or harming animals whether on Public or Private property within the Village limits.The use of Mole Kill Stakes continue even with complaints against them. The Ordinance only allows live trapping, without any harm to the animals.
Bob Rupakus- "well I have to admit, I use mouse traps at home....."
Rick T.- "We are not talking about mouse traps, Bob."
Bill Stewart then asked to make it a bit more clear on what was being questioned.
Rick T.- I explained that the use of spike style kill stakes where being used, and the policy created in Nov. 2005 was to create a no tolerance to any form of kill or wounding style traps. This was due to some activities on the
water way that had become a problem because they believed they where ok on private property.The only allowable trap was for live traps to get containment to remove the animals. There are other alternatives to killing
the animals, such as spreading lime to get rid of the grubs they eat. Every year they are a problem, but only a few use kill style tactics to get rid of them.
Bill S.- then stated that this was good to question, and the board would do some research on what other communities are doing about these devices, and there use in their communities.. He then added that it could be placed on next months agenda.
Rick T.- I had one more question as well. I have been told that our Chief is not allowed to have any style interview with the media, without first getting an OK, from the Village Board's, Police Committee Head Bob Rupakus. I was wondering why?
Bob R.- After mumbling under his breathe, so it was hard to hear him. He stated
"There is Information, that We do not want released."
Rick T.- These where interviews to go over what he has accomplished over the first year of being here. If these individuals are interested in doing the interviews, they are not going to want to wait weeks for a decision.
I do not see what the problem would or could be. Common sense would tell him not to release confidential information.
Bill S.- It is just like any other employee, they must have permission before they speak to any media. There are people that may take offense to what is being reported or written. The simple fact of it is, that it must come through the committee first.

Bill S. then responded by asking her if that was a statement, or a question.
Kris T.- then asked again how many parks where in the community?
Susan D.- replied to her, stating " Four".
Kris T.- then asked "Why the park that is located on the east side of town, was always locked up, instead of allowing the use."
Susan D.- responded by explaining that the park is only been named for the park plan that was required for them to get grants if they ever became available. otherwise the park would stay as is. This was just designating the area. The other parks are by Genesis (on the west side), and Vet Park (behind the Library), and Butternut (on the South side)
Kris T.- then asked "Could the area still be used with tents for watching the wildlife .
Bill S. then stated "Anyone can walk back in there, and would not be considered trespassing. There could not be tent use, due to no waste facilities are there"
Susan D.- then added "You can enter the area from near the Talford's Adopt-A-Hwy sign on Public Ave., there is a beaten path that goes back into the park area and along the river.

(It was added that there must be a County Permit received also, such as the one they have
for Butternut Park. Also there is a gate across the entrance there as well.)

As you can see, they do not look the same by far. This is the reason that I have started giving the Citizen view, is the newspaper will give their politically correct version, and the clerk will give as little as possible without offending her bosses. so the Citizen view is the most accurate to the citizens. If a person on the board wants to slander a group of people in the community as bad, then the community should well know this, because they are put in place by the citizens they are knocking. The actions by the board are not always with the best interest of all the citizens by far, but they are in the best interest in the board members own aspects. This is why the low number of people at these meetings means just that much more. The citizens have not been giving their input to keep things in check for all. Corporate business is important, but it is not a backbone of the community, The citizens are the backbone, and everyone should at least have the chance to be part of the decisions that are being made. If someone disagrees with what is being done, they should not be blackballed and discriminated against so easily as it has happened here. My activity with the Board has been the result of some of the members that believe life should be there way only, and anyone that questions that, should be harassed until they stop questioning those in charge. I do not believe in that , and will not allow my kids to be treated that way either, just to get me to stop questioning what is being done. This is my View, and I know that many may not agree, but I will stand behind everything I write, and I have kept records on every meeting I have attended, which our Village Clerk does not even do. (maybe because the law states she does not have to, that is fine, but is destroying the record a good thing or bad when there are developments from those actions , in those meetings.)

All you need to do, is read through chapters 6 and into seven to be able and determine what documents I claim have not been kept. The request was made, and still to this date has never been filled. So you may be the detective this time, and figure it out. You have many splendid little remarks while questioning, so I think you should be able to figure this one out.

Schoeder Project Update- Kevin, from Cedar Corp. was the speaker,
He stated the meeting for approval was
done, and a Certified Survey Map for the board to look at was completed.
Brian Reilly from Ehlers & Assoc. then started giving info. to the Board.
He then informed the Board that the Elmwood Argus did not print the second
week of the notice that was required of them to do. The Public Hearing must
be held after the second notice, but within 7 days of it. Then there can be no
action for 14 days after that hearing. The Public Hearing and the Joint Review
Board must both meet then on Wed. the 12th. He then went on to explain how
the Dept. of Revenue would or could allow everything to proceed even with the
error by the Argus. He said they will attempt to get a letter of compliance so
they can proceed. He explained a couple different scenarios that could happen,
hopefully everything will be alright with contact tomorrow with the Dept.
Jodi Pulk -added that Paul Seeling had made contact and stated the error of
notification would be posted

Lower Woodman Order Change #2- Angela P. of the Stevens Engineering gave information to the
Board in regard to the Street Reconstruction on lower Woodman. The Company
has used 3/4" rock, instead of 1 1/4" rock, so we where asking them for relief of costs.
They had already done 3-4" before this was noticed, and completed the work with
1 1/4" there after. The Bottom layer failed the Specifications we set, so we asked for
a reduction in the billing. The differance would be approx. $600.00. It was that or
give an additional year warranty on the work. She then explained the Public Works
Committee met last week or so, and decided to take the additional year on the warranty,
making the warranty now 3 years on the street work. With having to restart too many
times already due to the weather, and the timeline we had we decided the extended
warranty would be the best move.
Bob R.- asked what the differance between 3/4" and 1 1/4" was, and she
explained it is basically only differant in the drainage being better with
the larger rock.
Bob R. -then made a motion to accept and approve the extended warranty.

Doug C.- gave the second to the motion


Upper Woodman Information Update- The final lift is being done, and there where concerns about the
area being left open. Access to the homes also was spoken about. They will be
contacted about this, and the area will be closed every night properly now when we
speak to them tomorrow.

Resolution 14-2007 Delivery of $585,000.00 in Bonds- Brian again was the speaker and told the
Board they should have received a preliminary statement and a final resolution. He
stated that there where three things being dealt with:
1- Financing of the two Projects on Woodman,
2- The Storm Retention Pond Creation,
3- The $96,000.00 Lift Station Loan.
The firm received 5 bids today, he stated. The lowest coming in at 4.3% interest,
and the high being 4.6%. Approx. $ 22,000.00 differance in interest alone.
He added that they had preliminary thought 1 1/2% to bond issue, and it came in at 1%,
saving a total of $5,000.00. After the %K in savings the interest rate will be at 4.3031%,
which includes the Attorney and Agent fees He stated that they had received bids from
companies in Chicago, Minneapolis, Milwaukee, and Menomonie .
He then let the members know that what they had, was the final document ,
and that it was the governing document.
At this time, he added, Ehlers would recommend to accept this.
Bob R.- made the motion to accept
Pam M.- gave the second to the motion

Shoeder Certified Survey Map-The property right now is in Steve Schoeders name was stated.
This information was given by Kevin Oium of Cedar Corp.
This will be changed to Mel and Dawn Schoeder. There is 5.5 acres that are dedicated
to this project, with the Industrial Road being made into a public access. There will
be a temporary cult a sac built. Then in phase two of the project, the right of way will
extend out. There will be a drainage easement created for the village for the storm
water pond. Phase two will include the pond. The village will then have the authority
to maintain the pond.
The Finance Committee met and made a motion to accept the plan and send it forward
to the board. Right now there is not a maintanance agreement for the pond.
The village will have an easement to do the work on the drainage pond, such as keeping
the trees out of it.
Bob R.-then stated that sounded fair.

Susan D.- made the motion to approve

Mobile Home Lot Prices- Susan D.-gave information to the Board, the female accessor that was spoken
with gave her prices on the lots. Lot 2 is the Lot being donated to the Habitat for Humanity.
The Lot # 1 we will sell, as with Lot # 3, that will become lot 2 for sale reasons.
There will be four things to look at:
1- Cost of the Lots,
2- Curb and Gutter fees at $9.75 per foot.
3- Connection fees for water and sewer (currently $2,400.00)
4- a "Must Build by Date" to be determined.

Bob Rupakus- asked what the penalty would be for failing to build within the time limit.
stating that this is something that could not be left uninforceable.


Figures started being put together, with the cost of the lot + curb & gutter fee + water
and sewer connection fee + deadline for building.

Bob R.-stated that the price of the water and sewer connection should not be
thrown in on the sale, as discussed in the prior meeting.
Mike B. -stated that the price should not be added into the sale price, because the
fees may increase by the time of sale on the lots.
Bill S.- then added this might possibly push the buyers to pay for it now, versus waiting
for the building to start, when prices could increase before then.
Susan D-. said The Fair Market Value for Lot # 1 was $12,000.00, While Lot # 2 came
in at $17,000.00 because of the property being by the river. The Lot being
donated to the Habitat for Humanity was not accessed and the home will be
forced to be built on a slab. (This is due to the dump location below it.)
The Lot on the riversid will go to the drainage easement, or AG tunnel.
The frontage of lot # 2 would then be approx. 242 feet.
Bob R.- then stated the price of the smaller lot would be 12K + curb and gutter + sewer
connection, and the large lot would be higher with it having river access.
(The idea to make the storm easement area, a out lot instead came up, giving total control to
the village for right of way and maintanence ability.)

Jodi P.-stated that a new CSM would need to be done for that, and added the hook up fee
would then need to be added later just in case, for some reason the rates where to
be increased.
( A short discussion about Impact Fees was spoken over, with the statement that the
Legislature has made more restriction on them, making it more difficult to deal with)
Doug C.- made the statement that the prices sounded too cheap.

Susan D.- replied that it did sound low in a sense, but the area is not a new development,
and the Nelson Riverwood lots have access to the river and include all their fees.

Pam M.- added, they listed a lot at $15,000.00, but only got 10K for it on Winter Ave.
That was purchased by Habitat for Humanity. She added that they have a
good starting price, and she did not believe they should go any higher.
Susan D.- then made a motion to approve the agreed fees for the lots.
Lot 1 = $12K + fees,
Lot 2 = $17K + fees
( Both with build date to be started within 24 months.)

The Out Lot would equal approx. 40 feet, and cost the Village close to $400.00.

Amendment of Ordinance 3-1-7- Susan D.- stated that while looking through the Ordinances, she
noticed an error. It was that the Depository was named the Elmwood State Bank.
This should be changed to the Citizen State Bank.

Public Works- (Chair Doug Claflin) Meeting was held Aug. 31st, to go over the Schoeder Project
and sidewalks in the village for repair. The CSB sidewalk, and Crownhardts and
Muellers sidewalk and maybe Quinns.


Finance and Personnel- (Chair Susan Dzubay) We had a legnthly discussion over the Tiff 5. Tiff 4 has
issues with problems that it cannot be higher than 12% of the equalized
value. Tiff 3 would only be the improvements that count, as well as Tiff 4,
so we are OK with Tiff 5 after everything was looked at.
Bob R.- made statement about the schedule of events, and the WI Budget
not helping Elmwood ,as far as our budget goes.

Library Board- (Chair Mike Burke) The meeting was postponed

Nursing Home- (Chair Pam Marson) Not alot to report she claimed, a bid was accepted.
( Rick-"I believe"- I may not have heard properly)

Police Committee -(Chair Bob Rupakus) we did not have any meetings and stated that he thought the
new library sign looked phenomonal

(While everyone was getting up to leave, Jodi Pulk - Clerk added that the special meeting
was set for Dec. 26th at 7 pm for passing the Tiff.)
Note- I Rick T. had stopped into the Village Office on Wed. to request a copy of the Minutes from the Monday Night Board Meeting, and was told by Deputy Clerk Vicki, that they had not been complated yet to her belief. I had my son run down on Friday, after school released to see if these minutes where done yet, and Jodi told him that they in fact where still not completed. I was trying to verify a bit of information before printing my blog, but the minutes not getting completed by the clerk is not going to stop mine from getting done for the readers. If there is any changes needed to the blog, I will update them.
Update- In regards to the questions that where asked to the board about the use of the kill stakes against the ordinance, the board president stated that they would contact other villages to see what they do. I made contact with 5 other villages, and 1 city. They all stated that the ordinance in place is what should be followed, no matter what the personal feelings are. As for the directive "gag order" that their Police Committee head has placed against the Chief, this is not legal at all, without a court order. The attempt to keep what happens in Elmwood to stay in Elmwood is just nonsense, and I was informed by a twenty year veteran of Law Enforcement that this is opening the Village up for lawsuits by the Employee's(Chief Meyers has the right to speak to whomever he pleases without the Board trying to restrict him. Remeber he is the law, not the Committee members, nor the Village President) I was told to dig a bit further into this, by searching the State Statues. The attempt to over control everyone can bite you, just remember what happened when the School Superintendent tried to release the Basketball/football Coaches. This style of standing up for the rights of others, needs to continue in other areas other than sports.Many people from the district showed up against the wrongful action that was taking place with that. I did receive an email from the clerks office today, and surprisingly enough to me, I had not given them my email address, so they apparently got the information off this blog site. The Minutes I received today (9-20-07) for the cost of $.75 showed me exactly what I felt would happen, the minutes are abbreviated for sure, with most of the information lacking by the clerks notes. I know that they do not have to remember or print every word said, but I have made it my intent to give as much information as possible and stay correct. I do make corrections to areas that are not right, as soon as I am aware of the oops, but this is not to be thought of as intentionally stating something false to create trouble, it has always been my attempt to give the readers every bit of a chance to read, what I hear, and what they would hear if they where in the room with us in the meetings. Once the minutes are approved next month, then I can ask them why they are misquoting the publics input. I do have everything recorded and soon these recordings will be online as well, for anyone to listen to the meetings, instead of reading all about it. Like I have said, the information is to the best ability, and will be 100% accurate when you can listen to the recorded meetings online. Till then, you all will have to read what I write. Thanks for doing that.
The comments that are being left on the "PG" site are getting to throw statements about other people that associate with me, and those people will stand up for themselves, but I will say this. I have been doing this for all the right reasons, and the hate filled site against me is proving exactly why there is a need to do so. The statements against anyone and everyone that I deal with, is proof of selecting out someone and discriminating against them as much as you can. Giving the details of meetings and unofficial minutes of them is hardly wrong to be doing. I never claimed that the paper does not do them correct, they do them politically correct. I may not have the greatest grammar, but I never claimed to be a graduate of Harvard. There is very little following to the board meetings, and if there is never anyone else there to ask questions, then I would sure as heck think that the community would be happy to see that someone cares enough to be there and ask questions when things don't sound exactly right. It is our right to ask questions and if they decide to act like jackals when answering these questions, then yes, I believe that it should show up in print 100%. Any reaction by the Board that goes against the citizens should be questioned immediately, and why should it take a month for a clerk to get these minutes done and printed, when the Board can file them as done before anyone gets a clue of what was even said. I have made the suggestions that questionaires should be used with our Village Billings we receive, to get feedback for the Board, instead of every decission being made behind closed doors or in the bars. Nobody can tell me that seven people know what 800 people think about any situation. Just one last thing to be cleared up- anyone that would like to hear the 90 minutes of the taped meeting from March 2004, when the Village Resident John Marson, his wife and friend came to the Village Board and rambled about how they wanted the Talford's gone, and the Boards response in how they could be done with us within 3 years, as they had done with others in less than five years before us can simply contact me and we can meet, so you can listen to the statements by these individuals yourself. This is the legal recording from the Village Clerk just one day after the meeting, I requested a copy of the audio transcript, as well as filed a police report with Chief Bauer at the time. Like a picture, the recordings do not lie !!!

The Elmwood Raiders played Against the Pepin Lakers on Friday Night
and came away with an impressive win.
42-20 Victory.
This was the Third game for the team so far this season,
with last weeks loss to Spring Valley at Home
21-6
and the week prior to that,
They played in Menomonie for the Gridiron Classic
Playing Against Whitehall and
Bringing home another victory in overtime
20-14
The Team has a 2-1 Record and will have to travel to New Auburn
next week on Friday Night.
Congratulations to The Players and Coaching Staff
on a good season start.

11 Public Officials Arrested Across New Jersey in Federal Corruption Probe

TRENTON, N.J. —

FBI agents arrested a dozen people — 11 of whom are public officials — across New Jersey on Thursday in connection with a federal corruption probe, the U.S. Attorney's office said.

The officials arrested include two state lawmakers, a mayor, three city councilmen, school board members and a city council staffer.

All were charged with demanding and taking cash bribes to influence the awarding of public contracts, said Michael Drewniak, spokesman for U.S. Attorney Christopher J. Christie.

"This is another sad day for the people of New Jersey," said Assembly Minority Leader Alex DeCroce, R-Morris. "Once again New Jersey's culture of corruption is national news."

Initial court appearances were scheduled for Thursday afternoon in Trenton.

Christie and FBI Special Agent in Charge Weysan Dun scheduled an afternoon news conference to discuss the case.

Drewniak said all 12 were arrested Thursday morning. He said a federal complaint charges each with accepting payments from companies that offered insurance and roofing services to school districts
and municipalities.

The investigation began with Pleasantville schools, near Atlantic City, in mid-2006, Drewniak said.

Soon, the FBI established an undercover insurance brokerage company purporting to employ the government's two cooperating witnesses and undercover agents. Pleasantville school board members then allegedly took thousands of dollars in bribes from the cooperating witnesses, Drewniak said.

The circle of corruption widened when Pleasantville school board members referred the cooperating witnesses to public officials in northern New Jersey who also took bribes and, in turn, put them in touch with other public officials, Drewniak said.

Those arrested allegedly demanded and accepted payments ranging from $1,500 to $17,500 and sought to continue receiving bribes from the cooperating witnesses, according to the criminal complaints.

Those arrested Thursday were:
Democratic state Assemblymen Mims Hackett Jr. and Alfred E. Steele;
Passaic Mayor Samuel Rivera;
Passaic Councilman Marcellus Jackson and
former Passaic councilman Jonathan Soto; and Keith Reid,
chief of staff to Newark's City Council president.

Steele has been an assemblyman since 1996, serving as deputy speaker since 2002.
He's also the pastor at Seminary Baptist Church in Paterson and a Passaic County undersheriff.

Jenna Pollard, who answered the phone at Steele's Paterson office and identified herself as his chief of staff, said she had no comment and didn't know if Steele had a lawyer.

Steele was to be suspended from his undersheriff's job on Thursday but instead resigned from the $89,900-per-year post around noon, said Bill Maer, a Passaic sheriff's spokesman.

"These are serious accusations and the sheriff has zero tolerance for any member of the department involved in any type of corruption matter," Maer said. Hackett, 65, has been Orange mayor since 1996 after eight years on the city council. He's been an assemblymen since 2002.

Hackett was convicted of kidnapping in 1975 and sentenced to 30 years in prison, but was pardoned after a year when the victim recanted testimony and Hackett's cousin confessed to the crime.

A phone message left at Hackett's office wasn't immediately returned Thursday. Neither were messages left at Reid's and Rivera's offices.

Rivera is a former police officer and professional wrestler.

Newark City Council President Mildred Crump said she just found about Reid's arrest and had no comment. She said he has worked for her since she became the council president on July 1, 2006.

The arrested Pleasantville school board members are:
board President James A. Pressley and Rafael Velez.
Former members Jayson G. Adams, James T. McCormick and
Maurice "Pete" Callaway were also arrested.

Callaway is now a Pleasantville city council member and the brother of former Atlantic City Council President Craig Callaway, who is serving time in federal prison from stemming from an unrelated corruption scheme.

Louis Mister, of Pleasantville, a private citizen, was also arrested.

"It's just a horrible day in Pleasantville," said John Deserable, a monitor sent by the state Department of education to oversee the district's finances.
"It's another black eye to the district that we don't need.
The children deserve better than this."

More than 100 public officials in the state have been convicted on federal corruption charges in the last five years.

Thursday's arrests were the latest in an anti-corruption campaign waged by Christie's office. Two other Democratic state senators, Wayne Bryant of Lawnside and Sharpe James of Newark, are among others facing pending corruption charges.

Assembly Democrats had no immediate comment on the arrests.

The Legislature isn't expected to return to session until after November's election but Assemblyman Richard Merkt was at the Statehouse Thursday and expressed dismay.

"I just find it really depressing that we continue to have problems with breach of public trust," said Merkt, R-Morris.
