July 2007 Board Meeting

Elmwood Village Board Meeting
July 9th, 2007
7 PM @ the Village Hall
Attendance- President Bill Stewart, Trustee's Pam Marson, Doug Claflin, Mike Burke, Sue Dzubay,
Bob Rupakus, Clerk Jodi Pulk, and Chief Meyers (now being paid to attend)
Stevens Engineering Rep. Mrs. Popenhaugen
Absent- Mike Sand
Reporter- Sari Gordon from the Herald, and her Husband Scott
Citizens- Marion Yauch, Rick & Kris Talford
6:58 PM Call to Order by President Stewart
5- Approval of the Minutes- motion by Bob R. , and seconded by Sue D.
6- Public Input- Bob R. stated "I motion we approve".
(note-there was nothing to make a motion on, and this showed he was not paying
attention to what was being said. Just nonsense that he would even make the
comment at the time he did.) There was no comments from anyone.
7- Provisional Operators Licenses- Bob R. immediately said " I'll make the motion to approve"
with a second by Pam M.
8- Operator License Renewal- There was only one to be granted, and that was for Mrs. Webb I believe.
The board mumbled the information.Pam M. gave the motion to approve, with Doug C.
giving the second.
9- Lift the Open Container Law for UFO Days- Doug C. made the motion to approve, with Bob R.
being the one to give a second. After they made the motion, Jodi asked Bill if he was going
to read the hrs that where being extended. He responded yes, and gave the hours.
Friday and Sat. the hours would be noon to 2 am, and Sunday the hours would be
noon to 10 PM.
10- Beer Picnic Licenses for the Community Club- This would include the Car Show at Butternut Park.
Pam M. made the motion, and Bob R. seconded the motion.
11- Temporary Operators License for the Community Club- Again this was for the Beer Tent
Downtown and the activities at Butternut Park also. Sue D. made the motion ,
and Doug C. gave the second.
12 & 13 where then skipped, due to no member of the Community Club was present yet, for the meeting.
14- Award Upper Woodman Project- Stevens Rep., Mrs Popenhaugen gave information to the board
about the bids received for the work on Woodman. She stated the bids came in at
$182,000.00 to 232,000.00. The lowest bid was received from the Durand Co.,
Schlossler (spelling may not be correct) Bob R. made the motion to approve,
and Mike B. gave a second.
15- Committee and Board Reports- Bob R. stated there had not been any Police Committee meetings.
The Nursing Home did have a meeting upcoming was stated by Pam M., and Mike B.
said the Library Board met, with no new information to be given. The rest of the
Committee's had not met.
16- Payment of Bills- Pam M. made the motion to pay them, and Doug C. seconded the motion.
(note- at this time, 7:12 PM, there still was no one from the community club present, so President Stewart returned to # 12 & 13 to finish up on them.)
12- Community Club permission and donation for the UFO Days Fireworks-Bob R. gave the motion
to approve. Bill S. then asked what the normal amount was, and was told $500.00 donation
was the budgeted amount. Pam M. then gave a second to the motion.
13- Car Show Donation request- Bill stated that he was approached about donating $30.00 to the car show,
for a President Trophy to be awarded. He gave this information to the board for thought.
Pam M. made the motion to approve, with Bob R. giving the second.
17- Adjourn- 7:15 PM
(note- The meeting was over very quickly this month, with very little attendance. I walked outside the building, and here came a member of the community club to the meeting. I told him he had missed the meeting already, and they did approve the requests they had given the board. A few minutes went by, and another group of six to seven people came to the hall for the meeting also. They also where told the meeting had already concluded. The last meeting before the UFO Days event in town, and they rushed through it so fast, that citizens did not get a chance to get there. Yet, everyone should have been there at 7 PM when it was scheduled to start. I was surprised at one thing about the meeting. I was the ONLY person in the Hall that was wearing a UFO Days button. not one of our Board members had a button. The meeting at least went without any slandering remarks by the members this month. Chief Meyers did not even escort Jodi Pulk from the meeting this month either.)
