Feb. 9, 2004--
Agenda--
Mayor Bill Stewart made statement that all the fire hydrants in the village must be kept clear. He added " this will not be a problem"
The 2004 paving projects information was gone over. and ok'd
The Village shop was given the ok to purchase a street sweeper.
The Village will now have a notary fee of $1.00
Bob W. stated that the Village will have a Publishing Co. coming to town soon. He commented that this will create 12 new jobs.
Mar. 8
Agenda-
The ok was given for the paving of the Industrial Park
Questions regarding the publishing co. spoken about where asked. Bob W. responded by saying all the financial info. had not been received yet.
In the Public Input, John Marson, his wife and neighbor complained about the Talford Family on Shaw Ave. Bob W. and Bill Stewart told them that the last family they wanted out of the village took them 5 years, so they could expect another 3 years of the Talford's being there.
Mar. 23
Police Committee Meeting
This meeting was to discuss the complaint brought to the Board by John & Jodell Marson, Donna Lien, and Delorse & Herb Radkte. They have a list of things that they are unhappy about with the Talford family. While showing up to the meeting. I noticed that John and Donna where speaking to the committee as we entered. They never allowed Kristina or I to speak and closed the meeting, and proceeded to walk out as if they never even seen us in the room. Even when Bob W. was asked a direct question by Kristina, he continued to just walk away. Mayor Bill Stewart then followed Rick outside and began to throw threats of citations for misc. reasons at him in the middle of the street. Rick had his camera, so he took a photo, just to show that indeed, Bill followed him into the street after the meeting. He posed with his fingers in a peace sign. (nice)
(note- I did purchase a copy of the legal transcript for the March meeting, due to the amount of Slander that occured, and the conspiracy to rid a family from the village. this was gotten for the Family protection)
April 12
Agenda-
The Board raised the cost for transcripts from $20.00 to $50.00, with Bill Stewart stating that they where not going to be just giving these transcripts away for nothing.
The Nelson Development ha requested that No ATV use would be allowed in the new dev., this is due to damages to the property already, prior to the work starting. (note- this is the area, directly behind our mayors home)
Attorney Loberg, the village attorney was present at the meeting as well. (note- he had many of the Talford Police Files scattered around on the table, during the open board meeting.)
The owner of the barber shop was at the board meeting to ask what was going on in regards to the extremely high water bill she had received. The board stated they where looking into it, but believed it was her problem only.
May 10
Agenda-
(note- since the last meeting, the board sent us a letter disallowing us from taking good items from the metal recycling are, and donating them to people that could use the items.a letter was received Aug. 30 from Bill Stewart stating the removal of the phrase was, because he said so. also information regarding the citizens payments for water, where being released by the village clerks. The salvation Army assisted families and this info. got out into public. This is private, not public information)
Ordinance 8-4-11 was changed . The ord. did allow people to remove items under a phrase- Unless good faith applies- I had sent a letter to the board asking what the phrase " unless good faith applies" meant to them. There was never a response to the letter sent. The phrase was removed from the Ordinance, and no taking of any items would now be allowed. Bill then pointed out Rick, and asked if he has any questions. that was answered no.
The barber shop water bill was discussed, and Bob W. commented that they have never helped anyone else with high water bills, so they would not help with this one either.
The board agreed to donate $500.00 to the fireworks for UFO Days celebration.
The board also discussed the replacement of the town signs, and first estimates would be near $1,300.00

Public Works Committee
The Woodman Street water problems where the discussion. Prior to the meeting, Rick Talford made a mapping of all the water problems in the village. where the water was holding up, and where the needs for moving it where. A shut off policy was now being looked at for delinquent water bills.
June 14
Agenda-
The Adopt-A-Hwy sign for the Talford Helping Hands was stolen, and Rick asked the board for assistance in patrolling the area when the clean up was being done. the speeds of cars where well over the limits and the signs did not slow them down any. Bob W. responded by saying it was not the village problem. He was corrected, Rick explained that this was inside the village limits.
The barber shop bill came up again, and has now become delinquent they state. The owner was disputing the bill, and the board was ignoring this dispute.
The Clerks office now wants an additional $700.00 for Postage costs, reported by Jodi Pulk.
(note- It was not very long ago, the clerk cut the board minutes to save $250.00 per month, and now is asking for an additional 700)
July 12
Agenda-
John Marson came to the board and asked what they where going to do about the deadbeats and there water bills. The barber shop bill and the users of assistance where being targeted by him.
The Open container law was lifted for the UFO Days celebration once again.
Delorse R. had asked the board if the part time officers where going to receive the same pay as the full time officer for UFO Days.
The Police Dept. also has a camera system for the squad car on its way.
(note- mayor stewart was eyeballing Kris Talford alot in the Meeting, and son TJ asked why he was doing that?)
Aug. 16
Agenda-
Public Input- again John Marson and Donna Lien where at the meeting to complain about the Talford Family. now it was about trespassing they said. The board did not take any action. A police meeting would be set up for discussion on the issues though.
The Board of appeals was tabled again, due to shortage of board members present.
The Bowling alley fees where increased.
The Industrial Park paving project was updated.
The problems with Shaw Ave again came up. John Marson was unhappy with the way it looked in front of his home.
(note- Aug. 17th we received a copy of a letter sent to the village by an attorney for John & Jodell Marson, Donna Lien and Delorse & Herb Radkte. this was a threat of action against the village if they did not do something against the Talford Family)
Sept. 13
Agenda-
The Board officially removed the Phrase- Unless good faith applies --from the ordinance 8-4-11.
The paving project was going to have an increase of costs.
An art contest was announced by Jodi P. for the centennial celebration of UFO Days. the winner would receive $100.00 for the adult, and $25.00 for the child winner.
The Board of Appeals seat was filled by Bill S., stating Dave Pulk, clerk husband would fill the seat.
(note- a letter was sent to the board, asking if this was a conflict of interest having a family member on this committee. It was again responded to by Bill S. stating I said So.)

Police Committee meeting
again there was a meeting for the problems that John & Jodell Marson, Donna Lien, and Radkte where having with the Talford Family. They where in discussion when Rick and Kris arrived, and when Rick asked a question, Bob W. snapped at him stating he was lucky to even be allowed to speak. Yet they had just listened to a list of slanderish and false accusations against our family. John stated the family was a cancer spreading through society. He replied it was like a broken window affect.

Zoning Board of Appeals- Rick Talford only interested party not placed.
Sign replacement information was discussed when Neil Boltic presented a couple ideas.
Rick and Kristina Talford gave the board an idea for a skate park for the teenage kids in town. this could possibly be placed near the volleyball court. Bob W. did reply by saying that is by donations only, we don't do anything with it.
The fire Dept. also denied the burning of the Pabst home, due to restrictions and safety issues.
Kris Talford explained a few safety issues at the scene in regards to kids digging around near it.
Nov. 22
Personnel and Finance Committee meeting
This meeting was with Bob Rupakus, Bob Weix, and Marilyn Galoff
They where wanting to make increases to the tax levy, that Bob R. did not agree with. Bob W. and Marilyn became nasty with him, and told him they had lived here much longer and he should just shut up, and follow along. There was a tense setting from that point on, and they even left the room without ever adjourning the meeting.
Dec. 1
Agenda-
The meeting began with Bob Rupakus calling Bob W. and Marilyn Galoff unethical for trying to pass a budget that was not agreed upon in the committee meeting. He stated the budget that was put out for the meeting was not the one discussed in the committee meeting.
The board created a ban of outdoor wood furnaces, due to continued complaints by a resident.
The Cenex mill site was formally denied the allowance to burn at that location.
Kristina Talford asked about the problems involved with the budget issues, and was told that is Democracy at its finest.
Rick Talford asked about the heat being turned off in the shop that the squad car was being kept in. the equipment being hurt was the concern.
The Police Dept. and Village office are now receiving new phone equipment. Also a new photo copier was being received for the clerks use.
The DNR sent a letter to the village denying any burning at the cenex mill location. (note- 2 days in a row though they have been burning at the site. )
The Woodman project information was discussed and it appears the cost will near $200,000.00
There was a short discussion in regards to some small business training, a meeting was upcoming.
