Aug. 13, 2007 Board Meeting


Village of Elmwood Board Meeting
August 13th, 2007
Village Hall at 7:00 PM

Attendance- President Bill Stewart, Trustee’s Bob Rupakus,
Mike Burke, Doug Claflin, Pam Marson,
Susan Dzubay, & Clerk Jodi Pulk
(also Brian Ehlers for Bond issues)

Agenda-
Approval of the Minutes- Motion by Doug Claflin,
Seconded by Susan Dzubay
Public Input- None
Provisional Operators Licenses- approved for Kern,
Sherington, and Peterson. Motion by Pam
Marson and Seconded by Mike Burke
Nursing Home Appointments- Phil Dzubay and Deb Feiler are
the current seat holders, and motion was given
by Pam Marson to keep these two people in
place. Seconded by Doug Claflin. Susan Dzubay
abstained.
Resolution 08-2007 Initial Resolution Relating to the Issuance of a general obligation Bonds of the Village of Elmwood Wisconsin to Finance Street Improvements-
Brian began giving the information to the Board
members on the entire Bonds issue listing throughout
the Agenda. $585,000.00 is the amount the pledge will
cover, and this in turn will force another tax levy to
happen to the citizens of the community. This again
will be placed as a Debt Service Tax Levy in the
amount of $420,000.00 with the Street cost being
$130,000.00 and the Sewer being $35,000.00. This
brings it to the $585K. $92,000.00 of the cost is
re-doing the existing loan that I believe is less
than a year old. The Repayment Schedule was spoken
about, and this reflects the cost to the Village per
year at $45,000.00. Brian then explained the value
of Elmwood had now reached $40,667,000.00 He added
that the impact to the Property Owners for this change
would be .80 per 1,000.00 value. Susan Dzubay added at
this time, that some of the costs could be helped
with, by the sales of the two lots on Woodman. The
most costly part of the recouping would occur over the
next couple of years. There would also be no allowance
of paying off this debt early. There are penalties if
this is attempted. Again the costs would reflect a
$45,000.00 above budgeted amount previously set. Bob
Rupakus then added that the Village might have to drop
or withhold some of the projects set to be done over
the next couple of years then. Brian then went on to
stating the Utility and Sewer costs would be reflected
in the Debt Service Increase, which a $11,000.00
increase would be seen. There would be a $48,000.00
increase needed in Sewer Rates. He then went on to add
that $38,000.00 a year would be needed to pay the Debt
Service, in Which the Village would want 100% coming
from the Sewer Revenue. This was not including the
recent Tax Levy increases that where done in the past
year. There would be a final draft of this action at
the next Village Meeting set for Sept. 10, 2007, with
a daytime meeting also. If all goes well, the Village
could have funds in hand by Sept. 27th, 2007. There
are a total of 6 resolutions to be gone through for
this, with a Roll Call Vote required for each.
Motion to accept resolution 08-2007 was made by Bob
Rupakus, and Seconded by Susan Dzubay. Roll Call Vote
was completed and unanimous.
Resolution 09-2007 Finance Water System Improvements-
Motion by Susan Dzubay and Seconded by Mike Burke.
Roll call was unanimous.
Resolution 10-2007 Finance Sewerage Improvements-
Motion by Doug Claflin, Seconded by Pam Marson
Roll Call Vote was unanimous
Resolution 11-2007 Finance Storm Water Improvements-
Motion was made by Bob Rupakus and Seconded by Doug
Claflin. Roll Call Vote was unanimous.
Resolution 12-2007 Village Promissory Note, series 2006-
Motion by Pam Marson and Seconded by Mike Burke
Roll Call Vote was unanimous.
Resolution 13-2007 issuance and sale of general purpose bonds-
Motion was made by Pam Marson and Seconded by Bob
Rupakus. Roll Call Vote was unanimous.
Committee and Board Reports
- Kris Talford gave the Board information on the Photo entry she placed in the County Fair and took Fourth place Ribbon for. This was a Picture of the 2007 UFO Days Float with the Princesses of Elmwood.

Doug Claflin- told the Board that he received a letter from Ron Schlussler in regards to everything going on schedule with upper and lower Woodman.
Bob Rupakus- stated the Police Committee had a closed Session Meeting on Monday, and was corrected again by Jodi Pulk, stating that the meeting was held Friday.
Susan Dzubay- Gave information that they are working on the Tiff 4 Project options. The 2007 Budget is looking good she added.
Jodi Pulk- stated the Veteran Memorial Trail fund meeting will be held August 23rd at 7 PM. The full committee should be present. There is more interest in the Non-Recreational trail between Spring Valley and Elmwood. now with more interest from Dunn Co. with the Red Cedar Trail. There are Grants available to be in assistance for the projects.
Pam Marson- gave information on the Nursing Home fire alarm system to re-do and keep efficient. Bids came in high, and thankfully they had the insurance money from the hail storm damage to work with.
Mike Burke- stated the Library Board met and they had new Vinyl signs placed out front of the Library by AD Craft. Also the awning should be getting replaced soon. He added the school has not been in contact with them yet.

(Writers Note- I had went to the Village Office and spoke with Clerk Vicki L. and requested information on how I could help with the Habitat for Humanity work being done in the community. She explained she would have to get back to me on that. I then rec’d a letter two days later, banning me from helping with the projects in Elmwood, due to the Restraining Order in place with Jodi Pulk. This has become a sickness with her. I was simply trying to give a hand, and she got a hold of the Habitat People and complained about me, so they had their Attorney send me a letter banning me from the site. This is not legal in any means, and Jodi Pulk continues to show just how far her sickness is going to keep going. This is information that will continue to be added to the case files for the Appeal on the Restraining Order in place.)
