Nov. 21, 2007 Personnel and Finance Committee

The Finance and Personnel meeting was held at 1 pm on the 21st day of Nov.
at the Elmwood Village Auditorium.
Present- Pam Marson, Susan Dzubay, Mike Burke, Bob Rupakus, and Jodi Pulk
Citizens- Rick and Kris Talford
(at 12:55 Kris and I entered the village office, to hear part of a conversation, in which Bob was running at the mouth, stating that "he is only perceived as disabled" Jodi immediately said, Stop, as everyone then quit the conversation. The members then headed into the boardroom.)
1 pm the meeting was called to order by Susan Dzubay.
(Marion Yaucht was now in the village office and wanted to speak to Jodi, so she came out of the meeting to deal with her. The meeting stopped until Jodi returned)
Susan then stated that she wanted to jump forward to # 4, instead of doing the closed session part first. Jodi responded to that, by saying, you can't do that. You have to do the item number 2 before the rest, being it is the biggest part of the budget.
Cathy Delong and John Kernstock then entered the village office to deal with their water bill. again, Jodi left the meeting to come out and deal with them.
While Jodi came out to deal with Cathy and John, Bob made comment to Susan that Loberg did not want the Meyers information to be stated publicly.
1:10 pm Jodi went into the boardroom and Bob came out, telling Kris and I we had to leave. They where now going into closed session. I asked Bob why they did not have the meeting in an open room for the open session part of the meeting., he replied, "We already did that" The village office is closed today, he added. There was no notice anywhere about the office being closed. He then began closing the door and locking it, while saying "BYE", I replied that we would still be here for the open part of the meeting.
1:57 pm the door was unlocked by Jodi Pulk. Kris and I then went in, and we then went back to the boardroom. They took nearly one hour to discuss the village employee compensation, in which the decision was to not give the employees raises, but to give them the funds to cover their insurance premiums. Still a raise in a roundabout way.
Susan then went onto number 4, stating the state tax levy being allowed this year is 2.694%. Bob Rupakus made a motion to accept and raise the tax levy to 2.694% then. Mike Burke then gave the 2nd to the motion. This will give the village an additional $5,000.00 income.
Susan then asked about the fire hydrant rental charges. Jodi replied that there was plenty of paperwork to be done, in order to get the approval. This would equal approx. another $11,000.00 income for the village. Jodi then added that there was no guarantee of getting the approval. Bob Rupakus made the motion to approve and Pam Marson gave the 2nd.
Jodi then added that the state increase was a maximum of 3.86% instead of 2.694%, so Bob then changed his motion to state he made the motion to approve the 3.86% increase, not the 2.694% increase stated before. This change would give the village closer to $10,000.00, instead of $5,000.00 like stated before.
Pam Marson then made a motion to approve the budget, while Bob then gave the 2nd.
Bob then told Mike that he could inform the public works committee that they would have an additional $10,500.00 to spend on projects next year. Mike then added the library wanted an additional $2,000.00 again.
Susan then said the employee raises would be frozen, but they would have their insurance paid in full by the village. Motion to approve was made by Bob R. and the 2nd by Pam M.
Bob and Susan then stated they would table #5, due to they already discussed it in closed session, as far as I believe. The Meyers Settlement offer request. They simply decided to once again, manipulate the agenda.
They then adjourned at 2:05 pm
