ELMWOOD, WI - The Village Board Meeting was held on February 13, at the Village Auditorium. During public input, Village President Bill Stewart noted the front of the building had been receiving repairs since an accident had damaged it. All that was needed to be done now, was an acid wash once weather allowed. One operators license was approved for Chandler Sanders. Once again, Trustee Neil Boltic brought up the town signage, as an area to look into for repair or replacement. This has been a topic brought up each year for sometime now. It was stated that the school would be contacted about their possible involvement with the signs entering the village.

Resolution # 2012-02 Retro-Reflective Signage was then discussed. A meeting was held on February 8, 2012 by the Public Works Committee to go over the list of requirements, mandated by the State of WI. A two-person crew will be required to go around the community, after dark with low-beam headlights only, inspecting all the signs. They must be bright enough to detect and read. The inspector is required to be at least 60 years of age, and must be driving a 2000 or newer SUV or Pickup truck. The inspector will then have to check one of two colors for their effectiveness, and will need to record which is best. A replacement schedule will then be put together with the expected life of each sign. The signs will be labeled for age, and will be replaced once they expire. The sign life is determined by a pre-set geographic degradation chart. There will be a inspection of all the signs every other year by the community inspector. The Village Board was provided the recommendation by the committee and approved the resolution.

In Committee and Board Reports, Trustee Trisha Knops provided the Nursing Home information. The committee had met on January 24, 2012. The Room Rates increased, and the Employee’s were also given raises. An advertisement will be placed in the paper for a new Director of Nursing, with a $1,500 signing bonus. In Public Works, they had discussed the sewer plant assessment study. This will be required to be completed before any new plant in the future could be considered. Winter Avenue was also spoken about, in regards to repairing, or doing a total re-construction project. As information comes available, this will be discussed further. The meeting adjourned at 7:36 pm with all members present.

A “Special Board Meeting” was held on January 30, 2012 to go over an Auditors Report and Recommendations for the Library. A “Closed Session” meeting was held for members of the board, and afterwards they returned into “Open Session” to discuss things further. All members of the board were present, with citizens Susan Dzubay, Wayne Nohelty, and Sandra Weix also attending. A checklist was compiled regarding the Library, for a preliminary audit to be completed. The Village is asking for monthly bills, board meeting minutes, DPI report, and a complete library inventory listing as updated. They are also requesting bank statements on their checking account, Statements on investments, copy of each months fines, faxes, copies, and other incomes for monies deposited into the account. Their request included a copy of all reports on gifts, bequests, device, memorials, and endowment funds. The yearly budget review and a monthly report on the auditors recommendations concluded the list that was discussed.


In School News - John Crownhart, Greg Nelson, Jeff Wolf, and Gabe Weix are the candidates running for three seats this April 3, 2012.

The Elmwood High School Football team will now be co-op with the Plum City team next season and the middle/high school students will be selecting the new color scheme for the team. At the January 16, 2012 school board meeting, A number of citizens attended to give their voiced concerns against the co-op approved by the school board in December. The citizens spoke for nearly an hour with their concerns, with no actions being taken by the board. Declining enrollment is the reason for the co-op was stated by the board. Plum City and Elmwood already have a co-op for Cross Country and they have a co-op with Spring Valley for the Wrestling team.
