January 14th, 2008 Village Board Meeting


Elmwood Village Board Meeting
January 14th, 2008 7PM

Present- All Board Members , Clerk & Officer Robbie Jaeger
Engineer Rep.- Popenhaugen

Public- Neil Boltic, Bruce Hartung, Delorse Radtke, Marion Yaucht,
Kris & TJ Talford, PCH Reporter Sari Gordon

Agenda-

5- Appointment of vacant seat-
Bill Stewart appointed the seat to Local Bar Owner
Dick Tiffany.
(Note: Dick stated in an Open meeting in the summer of
2006, that the Village should not have Police, because they where nothing
but trouble. now our Village President and also Pierce County Cop, places
this man on the Village board Dick made these statements after being cited
for being open after hours and having a lude sign outside his building that
citizens did not like, right next to the village library. Guess Dick will not
have to worry about any more Police trouble, being he is on the board now.
At the Dec. board meeting, Stewart stated they would let people know who
was being appointed, yet in the Jan. 3rd Leader Telegram they listed 4 seats
open in the village election, then one day later, it was changed to 3 seats open,
with Dick Tiffany being appointed prior to any board meeting. Funny, there
was a threatening comment posted on-line towards the Talford Family on
Dec. 8th, 2007 stating the family should start packing their bags, due to a new
sheriff in town, being Dick. This just shows that it was set all along)

7- Public Input-
Kris Talford told the board that a civil suit was being looked into,
due to the threat of arrest if husband, Rick Talford attended the village board meetings.
This is taking away the civil rights of a citizen unlawfully. She also added to
Bill Stewart, this was not suppose to be a board issue, as he stated just one
month prior. Officer Robbie Jaeger was by the front door, waiting for Talford
to show up.
(Note: Kris also asked to turn off a noisy machine that was placed
in the middle of the audience seating. Clerk Jodi Pulk told her no. This made it
hard to record the meeting, and it is believed that is the reason the machine was
placed there. It is state law to allow recording of the meetings, and this made it
difficult, but not impossible--good try though.)

8- Committee and Board Appointments-
Bill did not read the changes out to the audience,
they where listed on the back side of the meeting notice though.

9- Spring Election Ballot Placement-
Bill gave those in attendance the names as they
would appear on the ballot for the election of 2008. They place all the
names into a hat, and pull them out one at a time to place them on the ballot-
nothing exciting, unless you believe in some superstition on ballot placement

10- Provisional Operators License-
names could not be retrieved from recording due to noise
and the intentional low speaking of the board- normally they are heard easily,
but only the statements “All in favor, and appose” where the only things
heard over the noise.
(Update- 1-25-08 -- Mrs. Klatt at the Twiggy's bar was granted her license)

11- Approval of Heritage of Elmwood Loan Request-
Again all the information was below
the level of noise by the machine- Bravo to their attempts to keep me from
getting the information to report to you. They should be proud of themselves
for this.
(Update-1-25-08 - The Heritage home asked for $53, 400. for a loan, and asked the board to authorize them to get loans up $50,000 without board acceptance in the future, instead of the $25,000.00 that was at before. This was approved)

12- WWTP Chemical Feed Modification Design Study Report-
Mrs. Popenhaugen gave the
board information regarding the waste water treatment facility modifications.
She stated the DNR was working with them, to get things together and corrected
for the Village Water problems. The PH adjustment would be fixed with some work
by Jamie and Josh at the treatment plant, using a room that already exists to make
the corrections. This work must be done by June 30, 2010. The costs will be approx.
$7,500.00 for the improvements. Jodi Pulk added that they did not need to build
anything. There would not be a building expansion required for the changes. These
costs can be looked at in the next years budget talks then.
(Update 1-25-08 -- I noticed that our clerk missed the information on the costs of $7,500.00 for the updating.)

13- Lower Woodman Street Pay Estimate-
Again, Mrs. Popenhaugen gave the board the information
regarding the Lower Woodman work. Pember excavating has been doing the work,
and the completion of the project will not be done until next spring. Stevenson’s
Yard grading and Hannock’s retaining wall are two things to be completed yet
There was some talk about the additional costs, and it was told that the school board
asked for additional size to the driveway of theirs, and this was done, requiring more
gravel to be brought in. There is an amount of the billing that is being held back to
ensure the completion of the project, and there has not been any finalization date set
for that completion.
(Update-1-25-08 - The request was for $15,216.42 and the Village agreed to pay $3,001.25 and hold the remainder until the work is completed all the way.)

14- Miss Elmwood Donation Request-
Only “All in favor and appose caught on tape” but the board
did give a $100.00 donation to Miss Elmwood for her use in the request.
(Update-1-25-08-- this is for the St. Paul Winter Carnival, just as they did last year.)

15- Pierce County Travel Planner Ad-
Jodi gave the board information about placing an ad in the Pierce
County Traveler guide. “just an idea” she added. The cost would be $192.00.
The board approved this cost.
(UPdate1-25-08 This cost was not approved, it was sent forward to the Parks Committee for approval to be looked into.) This was misinformed by me, and Sari Gardon of the Pierce County Herald.)

16- Amend Sec. 2.10 Probationary Period of the Personnel Policy-
Bob Rupakus gave the information
about making a change to the policy for the probationary timeline. He states there should
be a change making it 2 years now. Bill Stewart added “ You need to have time to see if
the person will fit in” The change was approved.
(Update- 1-25-08 -- this used to be a 6 month period.)

17- Committee and Board Reports-
There where no meeting for any of the committees. Bob Rupakus
stated that he has had some discussion though with the Spring Valley Chief in regards
to getting him to be the Chief of Elmwood under contract for a short term, while they
are in search of Chief Meyers replacement.
(Note: it was reported in the Argus last
month, that the Chief of Spring Valley told their board that they would not be doing
anything in regards to assisting Elmwood. again, this is an action being taken without
any public involvement or any open meetings to the public regarding the changes)
No decisions have been made, he added.
(Update-1-25-08--- I have done some research on this, and was told by a member of the SV Board, this will not happen, and we have not heard anything of the thought. The informant of this information is wrong. That could only be the person that keeps saying it, Bob Rupakus))

18- Payment of Bills-

(Note: during the meeting, President Stewart kept staring at Kris , so she told him, without making it out loud, to stop it. whether he has a fancy with her, or if it was meant to intimidate her, it was not liked. There was a person in attendance that took pictures and some video recording as well, if anyone knows who this is or was, please contact us with the information if you would. Kris was not sure of the persons name)
Additional note to readers- In the Jan. 5th, 2008 Eau Claire Leader Telegram, there where a few things written that where false. 1= I have never lived in Rock Falls, Wi but that is where my fathers family has lived most of their lives. 2= It was stated by Jodi Pulk, that I have been standing in front of her home, staring at her, and that I have been continuously taking pictures of her. This is 100% lie.....I have never taken her picture, and would never have a reason to, for any reason period. If this statement where true, I would have been arrested for violating the order she has in place. She also told the reporter twice,
If Rick Talford gets elected to the board, she would resign immediately.
The comments made by Mrs. Pulk have been only to attempt to destroy my chances in the election, and should be considered Slanderous and illegal. She is knowingly lying, just as she did in court in May. It was stated then by the commissioner that there was no reason for me to be kept away from Public Meetings in the Village, yet they are threatening arrest of me now, if I attend. These actions are the reason that I am searching for an attorney against the Village. I am looking at certain individuals involved with these actions, not the Village board as a whole. The few that have been involved directly are the only ones that need to be concerned with what they have been doing. The others will not be listed in the action I am researching, and/or filing.
